It's God's moment of glory dormant accounts: the spotlights of the government will turn on them, which in the next three years will draw precisely from this reservoir to repay savers former shareholders and bondholders of bankrupt banks, the two coming (Popolare Vicenza and Veneto Banca) and the four in the center (CariFe, CariChieti, Banca Etruria and Banca Marche).
The treasury relating to 2018, and therefore usable for this year, is worth 673 million, according to the latest estimates by the Ministry of the Economy, the result of the numbers in the general report.
Dormant accounts are those that have not been moved for 10 years and for this reason have been transferred to the Fondo Rapporti Dormienti, established in 2005 by the then minister Giulio Tremonti. The mechanism provides that the State keeps them for 10 years, to which I can add other 10 to allow those entitled to request its return.
Practically, they have been firm sums for 20 years. For 2019, the amount available is that transferred in 2008 and which as at 31 December 2018 had not been moved. Indeed, over 600 million. Sufficient – according to government forecasts – to cover this year's coverage needs. For 2020, reference will be made to the availability accrued at the end of this year (i.e. to the dormant accounts dating back to 2009 after subtracting the sums returned in the meantime to the "forgetful" people who requested it) and for 2021 to the dormant accounts in hibernation since 2010.
What if some depositor or saver wants in the meantime to repossess his hitherto forgotten assets? The sums not moved through December 2008 have now become statute barred. Therefore, the starting point is 2009. If anyone is in doubt, he can check his financial reports by going to the site www.consap.it and using the “search dormant report” service.
