Pierferdinando Casini, Pierluigi Bersani and Angelino Alfano for the moment are in agreement only on the objective of agreeing to carry out the institutional reforms first and immediately after (end of 2012) the electoral one. It's not little, but it's not all either.

Let's go in order. We should aim for a close reduction in the number of parliamentarians, which will be reduced to 500 deputies and 250 senators. So the focus will be on overcoming perfect bicameralism: no longer two photocopy chambers, but different tasks between the Chamber and the Senate. At the same time constructive distrust should be introduced and the powers of the Prime Minister should be increased. Who will thus be able to appoint and dismiss the members of the Government. In the meantime, the parties should provide for their own self-reform, which is rather urgent also in the light of the most recent scandals of irregular financing which characterized the second republic, almost more than the first.

As you can see, a vast and not short program. But it is important (and this is a concrete thing) that the three leaders of the Third Pole, of the Pd and of the Pdl have found an agreement in planning to approve a common parliamentary guideline document within three weeks, to give a concrete point starting point for this complex process of reforms. Iter that will be only in the hands of the parties and the Parliament. In fact, the Government does not intend to enter into what is a purely parliamentary matter.

Of course, if the intention to approve the parliamentary document in three weeks becomes a reality, the step forward will be concrete. But let's remember Trappattoni's old motto: "Don't say cat if you don't have it in the bag". And for the cat to really be in the bag, there will also have to be electoral reform, ie the abolition of the Porcellum. Let's not forget that for the electoral law it is a bit like for the national football team. Everyone has their own recipe and feel like technical stewards. And this is not a good encouragement for the coach for the national team. For politics it is not for those who have to make the reforms concretely: parties and Parliament.
