School reform, the House approves. Now it goes to the Senate

Montecitorio has just voted 316 yes and 137 no. The reform now passes to the Senate. The Guarantor on strikes excludes the blocking of ballots: the two days of protest will take place after the closure of schools. The provision allows for the hiring of 100 precarious workers and gives new powers to the principals.

School reform, the House approves. Now it goes to the Senate

La Buona scuola was voted with a large majority in the House. The Montecitorio assembly has just approved the Giannini-Renzi school reform with 316 votes in favor and 137 against. Pd, Popular Area, Civic Choice, Per l'Italia, Psi, and linguistic minorities voted in favour. Against M5s, Forza Italia, Lega, Sel, FdI and Free Alternative. The measure now goes to the Senate.

"I'm excited and satisfied, very satisfied." Thus the Minister of Education, Stefania Giannini, commented immediately. «It was a very experienced parliamentary passage, with involvement on the part of everyone, with passionate, sometimes exciting interventions. Even the oppositions have shown a very strong emotional charge».

The criticisms of the oppositions remain harsh and the unions confirm the protest initiatives but the guarantor on the strikes, with an official note, has excluding the blocking of ballots for the final cycles. "The Guarantee Authority - reads the full text of the note released by the Guarantor - for the strikes has received, from the trade unions Unicobas, Cobas and Usb, the proclamations of two days of strike, to be carried out after the closure of the schools. The aforementioned trade unions, in compliance with what has already been declared by the Authority - the press release continues - with reference to article 3, letter g, of the 1999 School Agreement, have explicitly excluded any form of blocking of ballots for the final cycles of the course scholastic (third grade exams, maturity, professional qualifications).

On the third day of voting in the hall, after the approval of the last articles 26 and 27 and the explanations of votes that occupied the rest of the morning, Montecitorio therefore gave the green light to the measure.

Among the innovations introduced in the bill, after the changes accepted by the government: the power for principals to hire people on call for a three-year period as part of school autonomy (article 9), the green light for the hiring of about 100 precarious workers who passed the 2012 competition, the possibility of financing schools with tax-deductible donations and the 500-euro card for teacher training.

On the other hand, article 17 which allowed 5×1000 to be allocated to the school of one's children was removed. However, Minister Giannini said that the proposal is only shelved and can be recovered in the Stability Law.
