Tax reform at the starting line. The project – one of the most ambitious on the Draghi agenda – will take the form of an enabling law that the government will present to Parliament by July. Once the go-ahead from the Chambers has been obtained, it will be established "a commission of experts” which will set up “one or more delegated decrees”, to which the Executive should give the green light in the autumn. The information is contained in the Recovery Plan presented yesterday by Prime Minister Mario Draghi in Parliament.

The tax reform is in fact one of the measures that Europe imposes on Italy as a condition for being entitled to aid from the Recovery Fund. It is not part of the National Recovery and Resilience Plan (Pnrr), but "accompanies its implementation", reads the text.

The goal of the Draghi government is to arrive at a consolidated text to be merged “in a single tax code".

As for the contents, for years the European Commission has been asking Italy to raise the levy on consumption and real estate (VAT e IMU) to lower it at work.

La Irpef review it will therefore be the heart of the tax reform, which will have to find a balance between three factors: reduction of pressure on the lower and middle classes, protection of the constitutional principle of the progressivity of the tax system and safeguarding the balance of public finances.

A decisive help in this direction is expected from thefact-finding survey on the remodulation of the Irpef initiated by the Parliamentary Commissions and still in progress.

The tax reform will then contain various measures for strengthen the fight against evasion. The plan mentions "advanced data analysis" projects with the use of tools such as "artificial intelligence, machine learning, text mining and relationship analysis".

For this to be possible, the Revenue Agency will have to be strengthened with new hires: a new procedure will therefore be added to the competition already announced for 4.113 units to select another two thousand specialists.

“The tax reform – continues the plan – is one of the key actions to respond to the country's structural weaknesses and in this sense it is an integral part of the recovery that we intend to trigger also thanks to European resources”.
