Tax reform: there is a political agreement on Irpef and Irap

The majority found a "political agreement" on the tax reform to be included in the 2022 Budget Law. This was announced on Thursday by Gilberto Pichetto, Deputy Minister of Economic Development, specifying that the agreement regards both personal income tax rates that the Irap.

As regards personal income tax, the brackets should drop from five to four, with the cancellation of that of 41% and the following changes:

  • on the 15-28 euro income bracket, the rate would drop by 27 to 25%;
  • on the next one, from 28 to 50 thousand euros, the percentage would drop by 38 to 35%;
  • over 50 thousand we pass directly to 43%.

However, it would remain unchanged the rate of 23% for the income bracket up to 15 euros.

Some modifications are also possible no tax area, for which the ceiling is now 8 thousand euros.

It is already certain, then, that he will also put his hand to the deductions, so as to also bring benefits to incomes above 50 thousand euros.

We come toIRAP. According to Pichetto, the majority speaks of "a vertical choice, starting from the 850 natural persons, self-employed and sole proprietorships, and possibly adding start-ups". In other words, we think of an exemption that is triggered on the basis of the legal form of the company (vertical cut) and not under a certain turnover threshold (horizontal cut).

The deputy minister explained that the Irpef reform and the Irap cut are both "a structural first step, not only for 2022” and that it will remain “within the 8 billion” allocated by the government in the version of the maneuver approved in October. In theory, the Irpef chapter alone should absorb 6,5-7 billion.

“This is the political agreement – ​​concluded Pichetto – now Minister Franco has to talk about it with Draghi, we with our parties and then meet again”. The last step will be a government amendment to the maneuver, which is now in first reading in the Senate.
