The decree on company crises that arrives today in the Council of Ministers also contains new protections for food delivery men: there is the obligation to have accident insurance, but the piece rate does not disappear from wages

Inail insurance for accidents at work, mix of piecework and hourly wages to guarantee a decent wage and an Observatory to check that there are no abuses. These are the three main innovations for riders, the delivery men who deliver food by bicycle for international online platforms such as JustEat or Foodora. The measures, on which an agreement was reached between the League and the 5 Star Movement, have been included in the decree on company crises which will arrive today in the Council of Ministers. This was confirmed by the Minister of Labor, Luigi Di Maio, who had taken it right on the riders the first official commitment at the birth of the government yellow green.

“The riders will go from being the most exploited workers in Italy to those who will have protections – said the political leader Grillino in a live Facebook – The goal is to promote safe and dignified employment and increase and reorder the levels of protection for employed lenders with self-employment relationships".

But let's see in detail what the new features provide for riders.

INAIL INSURANCE 

Among the new protections, the most important is the obligatory Inail insurance against accidents and illnesses. The company that owns the platform is required to fulfill all the obligations required of the employer. This is an important step forward for those who work by bicycle in city traffic.

MIX OF PIECE AND HOURLY WAGE 

On the pay front, on the other hand, the hopes of the riders are partially disregarded. In fact, piecework did not disappear completely, but was added to a part of the hourly wage system. In fact, the decree states that food delivery men "may be paid on the basis of the deliveries made, provided that it is not predominantly". As for hourly pay, it will have to be recognized on the condition that, for each hour worked, "the worker accepts at least one call".

This does not mean that new collective agreements can define "modular and incentive remuneration schemes" taking into account "the methods of carrying out the service and the various organizational models".

OBSERVATORY FOR MONITORING

At the Ministry of Labour, employers and food delivery workers will set up a permanent Observatory which will monitor compliance with and the effects of the new rules on the basis of INPS, Inail and Istat data. The new body – whose members will not be paid – will also be able to propose revisions of the legislation according to the evolution of the market.
