The Council of Ministers has decided to postpone the ratification of the new and controversial instrument to the next meeting, but probably the practice will be left to the next government, as requested by the representatives of the Catholic world and the CL component of the PDL.

Enacting an unpopular measure less than a month before the elections was not advisable. Not even for a caretaker government, since the current Premier is one of the main candidates. And in fact the green light has not arrived. Yesterday evening the Council of Ministers decided to postpone the ratification of the new and controversial instrument to the next meeting. The so-called "rich meter". In reality, the Catholic world and various CL exponents of the PDL are asking to leave the practice to the next government. And it probably will eventually.

Technically, the new instrument provides for a revision of the Isee criteria, i.e. the indicator of the equivalent economic situation, which measures the degree of well-being of families. To calculate it, income, savings and assets are taken into account, putting everything in relation to the size of the family nucleus. The result is crucial in establishing the amount you owe for social services and tuition fees.

The criteria for calculating the ISEE have been rewritten with a decree and the big news arrives on the house front: the indicator will in fact have to take into account the higher fiscal value of the properties produced with the introduction of the much hated Imu (which provides for a revaluation cadastral equal to 60%). 

Furthermore, the new Isee will not only take into consideration income taxed by Irpef, but also those subject to dry coupon and disability pensions. Result: the new indicator will be stricter than the one used up to now, even if not for everyone (for example, unprecedented deductibles are envisaged for families with disabled people).

Returning to the house, the real problem is that the new basic tax values ​​inflate the bill to a greater extent on lower value properties. According to calculations by the Sole 24 Ore, a house that was worth 100 euros for the ICI (160 for the IMU) and in which four people live weighs 9.671 euros on the current Isee, but will weigh 14.833 on the new one. The increase will even be 53,4%. It is good to use the future tense, because first you have to vote.
