Remove the evacuees from the tents. This is the first step to take in the reconstruction process after the earthquake in Central Italy. Everyone knows that within a month, the cold, the rain and, later, even the snow will arrive in these parts. It is therefore unthinkable to leave those who have lost friends, family and their entire lives in a tent. Within a few weeks at the latest, it will therefore be necessary to decide whether to get the containers to the affected countries or to transfer the people to the hotels and residences in the area.

“The choice must be left to the people”, Renzi was careful to say when speaking with the mayors of the affected areas and with the governors. And he will reiterate it on Tuesday when he will be in Amatrice for the funerals of the victims, taking the opportunity for a new operational meeting. But in the meantime the premier has consulted the architect Renzo Piano, one of the most appreciated Italian professionals and known all over the world, who suggested a "light" formula. What is it about? In the immediate future, it is necessary to produce the MUSPs, the school provisional use modules, which must necessarily be ready for the start of the school year. "On Wednesday I will meet the minister - confirmed the mayor of Amatrice Sergio Pirozzi - and we should address precisely this situation, in order to guarantee the children to go back to school".

But how long will people have to stay in containers or hotels? Not less than three months, maybe four. This is the minimum time it takes to create the Maps, the temporary housing modules, that is the wooden houses which have already been used, for example, in Onna and in the other towns of L'Aquila after the earthquake of April 6, 2009. That of the houses is in fact the best possible solution in the face of the only strong request coming from the mayors of all the municipalities affected : Do not leave countries waiting for reconstruction. And the same advice came from Renzo Piano, who is already collaborating with the government on a plan to "mending" the urban suburbs: "The soul of places cannot be erased. Those who have suffered a terrible trauma must be able to go back to living where they have always been. Neither containers, nor tent cities" but "housing assembled in the seismic area must be provided, temporary, non-definitive structures".

By December, January at the latest, the houses should be ready. Also because the Department has an advantage: the tender for the choice of companies that will have to build them has already been made and concluded. And the money, 1,2 billion in total, has already been allocated. Franco Gabrielli, when he was head of the Department, in fact made a series of preventive Consip tenders, so as not to find himself unprepared in the event of an emergency. And one of these tenders concerned the supply of "emergency housing solutions".

Three companies won it: in first place "Rit Cns - Cogeco 7", with a production capacity of 850 modules and an offer of 1.075 euros per square metre, followed by "Arcale Legno" (780) and "Modulcasa line - Ames Navsistem” (225). The modules will be 40, 60 and 80 square meters, respectively for families of 2, 3/4 and 5/6 people. Department technicians have estimated that around 600 will be needed for Amatrice alone, for a total of 1.800 patients. To which must be added those that will have to be built in the dozens of farms in the crater area.

After the damage assessment, the remediation and the safety of the partially damaged buildings, the government will move on to phase two: that of reconstruction. Renzi hopes to have a precise plan of interventions and costs necessary in view of the stability law that the government will approve by October 15 to start the tenders as soon as possible.
