The Renzi government has done in a few months what no other government had managed to do for many years but now it needs a boost to give Italy a new turn. This is the meaning of a letter-appeal that 8 parliamentarians of the Democratic Party with a high rate of reformism sent to Matteo Renzi and that "Il Foglio" by Giuliano Ferrara anticipated yesterday.

Revolutionizing public spending, linking wages to productivity through company bargaining, reforming and reorganizing civil and criminal justice, developing competition, rewarding merit in universities are the five priority fields in which the reforming action of Renzi 2.0, the new phase of government that must go beyond the local elections in spring and beyond the popular referendum in October to fully reap the benefits of a still fragile economic recovery.

The letter-appeal was signed by 8 members of parliament from the Democratic Party, namely Pietro Ichino, labor lawyer and senator from the Democratic Party, Giampaolo Galli (former Bank of Italy and Confindustria and member of the Democratic Party), Linda Lanzillotta (vice-president of the Senate and former minister), Alessandro Maran (vice-president of the Pd group in the Senate), Pd senators Roberto Cociancich and Gianluca Susta and Pd deputies Giorgio Zanin and Irene Tinagli.

But let's see in detail the proposals of the letter-appeal to Renzi.

1) SPENDING REVIEW

The goal is to "effectively retrain public spending to reduce debt and the tax burden" by identifying "pockets of surplus and necessary staff mobility towards other administrations" through financial support and the indispensable professional retraining and outplacement. The document takes aim at the "strong corporate resistance" which has so far prevented the elimination of useless subsidiaries, despite the fact that it has been envisaged by law for more than a year, the holding of tenders in local public services and the digital organization of administrations local and central.

2) COMPETITION 

The letter-appeal urges the Government to "eliminate all the undue restrictions on competition that still characterize and weigh down our economic system" by perfecting the mechanisms that can make competition take a leap in quality but also guaranteeing the necessary protections for workers who must be move from one company to another.

3) TRADE UNION REPRESENTATION AND CONTRACTS 

"Proceed without hesitation with the reform of trade union representation and the bargaining structure" is considered "essential both to promote the recovery of labor productivity by linking wages more closely to it and to relaunch the economy of the South" and attract business investment multinationals in Italy.

4) JUSTICE 

The experiences of some courts (especially Turin) show that it is possible to halve the proceedings through "a better organization of the work of the magistrates and the entrusting of the organization of the offices to executives with managerial skills" in order to "make it more rapid and effective civil justice, especially in the field of commercial, industrial and bankruptcy law". In this regard, it is also necessary "to set up specialized sections to (combat) criminal and civil financial offenses" and to think about a reform of the level of appeal.

5) UNIVERSITY 

"Promoting excellence in university teaching and research both through a strengthening of the investment capacity of universities and through a strengthening of the autonomy of those who believe they can take the risk" is what is proposed in the field of university policy to innovate which the creation of a Merit Fund is also proposed to give an honor loan to deserving and needy students which will have to be repaid when the students have achieved sufficient income.
