Need one integrated strategy on Pniec, the National Integrated Plan for Energy and Climate. There is less than a year left until the definitive publication of the Plan which will allocate 830,3 billion euros of investments for the decarbonization, based on the objectives set at national and European level for 2030. And theItaly once again, it risks falling behind: it will not be able to reach the binding target of -43,7% imposed by the European Commission to reduce emissions from non-ETS sectors.
This is what emerged during the fifth edition of the "Monitor Green Deal 2023"of act, an opportunity for dialogue between the main companies in the sector and the institutions, in order to define a strong strategy for the decarbonisation of Italy. A cycle of four meetings, which started on 28 March and culminated with this last event, entitled "The role of Italian industry in achieving the objectives of the new PNIEC", to discuss three themes covered by the Plan: renewable energy sources, efficiency energy ed infrastructure.
Agici's proposals on RES, energy efficiency and infrastructure
With regard to IRON, their production is underdeveloped due to the natural deterioration of the plants which require modernization. Agici underlines the need to enhance the interventions of revamping e repowering (two techniques for strengthening pre-existing photovoltaic systems) of all renewable technologies, thanks to which huge increases in production capacity would be achieved: up to 16 GW for wind and photovoltaic, adding an increased hydroelectric production of 7 TWh compared to the 2017 average 2022.
Also regarding infrastructure gas distribution, the need for an integrated strategy to achieve the established objectives was identified. Which? Innovate e digitize the present infrastructures, through the promotion of public tenders for the awarding of the service, would favor the diffusion and penetration of new gases with low environmental impact, such as biomethane and hydrogen, also in end uses.
Finally, according to Agici, a more marked change of direction would also be needed for theenergy efficiency. On the one hand, current measures, including TEEs, commonly known as white certificates, suffer from limited effectiveness due to a mismatch between supply and demand. On the other hand, the excessive complexity of the tax deductions limits investments to increase efficiency. It is necessary to introduce integrated policy measures for joint EE-RES projects, which improve the effectiveness and efficiency of interventions and reward results in terms of decarbonisation.
