Great anticipation for the decision of the Constitutional Court on the admissibility or otherwise of the three referendum proposed by the CGIL, based on over 3 million signatures, on the Jobs Act and in particular on vouchers, On 'Article 18 and on procurement.

Attention is focused in particular on the referendum on article 18, the most politically sensitive one which goes to the heart of the labor reform promoted by the Renzi government. While on vouchers and on tenders, forecasts speak of the admissibility of referendums, subject to prior amendments to the rules by Parliament, the uncertainty is maximum on the art. 18 and everything will be played on the evaluation of the constitutional judges on the admissibility or otherwise of a question, such as the one proposed by the CGIL, which nit is not only abrogation of the law but proactive and "manipulative" and that is indicative of how the law on that point should be reformulated.

I previous they do not help clarify: twenty years ago the Constitutional Court argued that the manipulative technique could not be admitted because it does not aim to repeal a discipline but to replace it with another, but there have also been positive decisions on extensive questions.

Everything will be played on the thread of narrow majorities among the judges and from their verdict will also depend fate by the legislature. If the referendum on art. 18 is likely to be there an acceleration in the race for political elections to postpone the consultation referendum which otherwise should be held by June. If, on the other hand, the referendum on article 18 is excluded, it is probable that the political elections will be held not before autumn or even to the natural expiry of the legislature in 2018.
