Emergency income: I'INPS lets know in a note is You have until July 31st to apply. The initial deadline of June 30, set with the relaunch decree, was in fact extended by one month by article 2 of decree law number 52, which was published in the Official Gazette on 16 June.
At the beginning of June, the INPS had clarified that to apply for emergency income (from 400 to 800 euros for families in difficulty who do not receive other subsidies) it is necessary submit a valid Single Substitute Declaration (Dsu).. This is the document that contains the personal data, income and assets of the households, on the basis of which the Equivalent Economic Situation Indicator (Isee) is calculated.
The clarification of the social security institute had become necessary because in the first weeks of application of the measure thousands of Italians had sent the request for subsidy without the DSU and for this - even if they respected the requirements to obtain emergency income – they were rejected.
This bureaucratic complication is one of the reasons for the initial flop of the measure. 20 days after the publication of the relaunch decree in the Official Gazette, INPS had received 244.355 applications, of which around 39 were immediately rejected. A real failure, given that the Government - in the technical report to the relaunch decree - had foreseen an audience of 694 thousand households, while the Parliamentary Budget Office had gone even further, pushing the bar up to 851 thousand.
The extension of the deadline is clearly an attempt to bridge the gap between potential and actual recipients of emergency income, which otherwise would prove unsuccessful as an instrument of social protection.
For the same purpose, on 12 June the INPS had released another note to specify that it is possible to submit the application for emergency income also through the services offered by tax assistance centers (Caf).
