Part of it the countdown to the basic income. The decree, which also contains the rules for the 100 quota, was published in the Official Gazette. From today, January 29, the provision enters into force and many are already preparing in view of the D-day for the presentation of applications on March 5.
The schedule is tight and times are very tight. The first "cheque" should arrive on April 27 according to the indications of the Government, but first it will be necessary to prepare the enormous administrative machinery necessary for the disbursement of the subsidy.
CITIZENSHIP INCOME: RACE AGAINST TIME
There are many measures that will arrive over the next few weeks, some in the form of implementing decrees - 14 are needed in all -, others of practical measures preparatory to the disbursement.
First you will have to prepare the form that will allow citizens to apply for the basic income. The INPS will take care of it, in agreement with the Ministry of Labour. The form should arrive within thirty days from today and therefore by February 28th.
In parallel the two digital platforms will have to be perfected (article 6 of the decree) which will be used for "the activation and management of the Pacts for work and the Pacts for social inclusion, as well as for purposes of analysis, monitoring, evaluation and control of the RdC programme", reads the text.
The first platform will be set up at Anpal and will be used to coordinate the employment centres. The second will instead be on the Ministry of Labor website and will coordinate the municipalities. Both will be necessary for the electronic transmission of applications and "represent tools for sharing information both between central administrations and local services and, within local services, between employment centers and social services". Even in this case, however, a joint measure will be needed.
CITIZENSHIP INCOME: THE QUESTIONS
There are no official dates yet, but as indicated by the Government, applications to receive the basic income can be presented from 5 March at accredited post offices and cafés. Those who instead opt for the electronic route via the platforms will be able to send the request a few days before.
Luigi Di Maio assured that the subsidy will be paid to those entitled from 27 April.
But first the INPS will have to do a great job: once the application has been submitted, within 10 days, the information will be sent to the National Social Security Institute. At that point the INPS will have 5 working days to verify that the applicants meet the requirements established by law. Instead, the Municipalities will have to verify the residence and stay requirements. The results will then be sent to INPS.
If, after the checks, the outcome of the application is positive, the applicant can go to the Post Office to collect the letter Rdc card on which you will find the citizen's income credited every month. From this card you can withdraw up to 100 euros per month for each individual.
CITIZENSHIP INCOME AND WORK
The basic income will last 18 months, renewable for another 18 (after a one-month stop), the amount will depend on the ISEE.

Once the go-ahead has been received, the beneficiaries will be summoned to the employment center within 30 days for the "employment agreement". All adult members of the family unit will have another 30 days to sign the declaration of immediate availability for work, join their personalized path and register on the digital platforms that will allow them to search for work.
