Citizenship income for companies and not for families. This is the proposal of the League that could revolutionize the measure promised in the electoral campaign by the 5 Star Movement in order to change the "welfare character" that the measure would seem to have towards the South.
Luigi Di Maio, however, tries to resist, announcing that he has "already given the mandate to print the first five or six million electronic cards". The Deputy Prime Minister knows that everything is being played out on this measure and wants to avoid completely betraying the promises made during the electoral campaign, especially in view of the forthcoming European elections, considered the first real watershed that will measure the stability of the Government .
Citizenship income is a tool still in the making. There are no certainties on the date of entry into force, even if the will of the M5S is to make it debut (for obvious reasons) before the European elections. But day by day they emerge important news which on the one hand clarify, on the other raise further doubts about the long-awaited measure.
CITIZENSHIP INCOME TO BUSINESSES
The latest news in order of time concerns the direct involvement of companies. The proposal, which comes from the League, is to completely shift the center of gravity of the measure, giving the basic income to businesses and no longer to families, as currently envisaged.
It would work more or less like this: the basic income would go to the companies which in turn would "pass" it on to the unemployed who are responsible for training and retraining. “Basically – explains the Undersecretary for Infrastructures, Armando Siri – the company will act as a "withholding agent", paying the equivalent to the person concerned”. The worker, among other things, at the end of the envisaged period will have the possibility of being hired by the same company that trained him or try to look for new opportunities suited to the newly acquired skills.
The purpose of this proposal is clear as day: after the excesses of companies in the North, the League wants to prevent its reference electoral base from interpreting this measure as a measure aimed at benefit mainly Southern Italy. Data in hand, in fact, the first 34 provinces in which the potential beneficiaries of the basic income reside are all in the South. According to a study carried out by Svimez, the beneficiaries would be Campania in particular, where as much as 30% of the total amount (7 billion) allocated by the Government.
“We must involve the productive world more and prevent the subsidy from turning into a welfare measure,” Siri says openly.
This proposal, according to the League, would also have another advantage, avoid letting the employment centers manage everything, who at the moment do not seem to be able to adequately support the expected commitment (they should be the ones to take care of the 3 job offers for the unemployed).

However, at the moment the deputy premier seems to be turning a deaf ear, and goes straight on his way. He hosts a A clean sweep, Di Maio promises that soon "you will have all the parameters", underlining that he has already given the mandate to print the electronic cards through which the benefit should be provided.
The leader of the M5S also announces some news on the rules: as regards the maximum distance for job offers which will be offered to the unemployed, Di Maio specifies that there will not be a "kilometer" criterion, but a subdivision into "macro-areas".

Other important innovations have been announced by the economist Pasquale Tridico: the maximum duration of the basic income will be equal to three years. After 18 months, however, a check will be made to see if the recipient still has the qualifications to do so or if, having changed the living and working conditions, the disbursement will have to be suspended.
It also seems to have been confirmed that the income will be allocated to families with an ISEE of less than 9.360 euros, although the amount could go up based on the number of family members.
The total amount - 780 euros - will be the prerogative of families who have presented a zero ISEE, while for the rest we will proceed by "progression": the amount of the benefit will progressively decrease based on the declared income. With an ISEE equal to 200 euros per month you will receive 580 euros, with an ISEE of 300 euros 480 and so on.

For home: the check will be full for those who rent, reduced for those who own.
Confirmed by Di Maio that the beneficiaries will have to do works of public utility and training courses: “These people will be busy throughout the day”. If the unemployed person refuses three different job offers, the basic income will lapse.
As far as companies are concerned, the Lega's proposal has been ignored for now, the M5S foresees that at companies who decide to hire those who benefit from the citizen's income, three months' salary (six for women) are recognized.
