The countdown has started for the 915.600 families - equal to over 2,3 million people - who receive the basic income. If the beneficiaries do not present the new ISEE by Friday 31 January, they will lose the right to the subsidy.

CITIZENSHIP INCOME: HOW TO REQUEST THE ISEE

ISEE is closely linked to the Single Substitute Declaration (DSU), a document that contains the personal data, income and assets of the households which represents the basis on which the calculation is then made in order to issue the ISEE certificate.

Citizens' income recipients therefore have four days to deliver the DSU and comply with the obligations that allow them to receive social benefits. So the rule also applies to citizenship pension, baby bonus, nursery bonus and so on.

The new declaration can be presented by the end of the month to the institution that provides the subsidized social benefit, to the Municipality, to the Caf, or online on the INPS website and will be valid throughout 2020.

But be careful: because starting this year, in addition to the usual Dsu, those who receive social benefits, and therefore also the citizen's income, will also have access to the pre-compiled Dsu. To get it, you need to log in INPS website using the Pin at your disposal. Once done, users will have to confirm the data entered in the declaration or request a change within three months of receipt.

We remember that "the Dsu and the Isee are used by users who apply for subsidized social services, i.e. all benefits or social or welfare services whose provision depends on the economic situation of the applicant's family nucleus, ie based on the so-called means test.”, explains the National Institute of Social Security.

CITIZENSHIP INCOME: THE REQUIREMENTS

Compared to last year the requirements that give the right to citizenship income they haven't changed. The subsidy can be received by Italian, European and third-country citizens with the right of residence or permanent residence permit and citizens with international protection. It is necessary to be resident in Italy for at least 10 years, the last two of which continuously.

From an economic point of view the family ISEE must be less than 9.360 euros, the value of the real estate assets (which does not include the residential house) must not exceed 30 thousand euros, while the value of the movable assets must be equal to a maximum of 6 thousand euros for singles, increased on the basis of the number of family members (up to 10.000 euros), in the presence of several children (1.000 euros more for each child over the second) or members with disabilities (5.000 euros more for each member with disabilities and 7.500 euros for each member in a condition of serious disability or non-self-sufficiency). Also to be calculated the value of family income which must be less than 6 thousand euros per year, multiplied by the corresponding parameter of the equivalence scale (equal to 1 for the first member of the family nucleus, increased by 0,4 for each additional adult member and by 0,2 for each minor member, up to a maximum of 2,1 (2,2 if there are members in the family with serious disabilities or non-self-sufficiency). If the family resides in a rented house, the threshold is raised to 9.360 euros.

To access the basic income it is also necessary that no member of the household owns motor vehicles registered in the 6 six months prior to the request for the subsidy or with an engine capacity exceeding 1.600 cc. Motorcycles with engine capacity exceeding 250 cc registered for the first time in the previous 2 years are also prohibited. No even to ships and pleasure boats.
