CITIZENSHIP INCOME: STIFFER BARRIERS FOR FOREIGNERS
The rules for foreigners intending to apply for citizenship income are tightened. There had already been a strong controversy on the issue during the drafting of the text which was then archived thanks to the law which provides that in order to receive the subsidy, applicants (Italians and foreigners) must have been resident in Italy "for at least 10 years at the time of presentation of the application", of which at least two consecutive.
The Labor commission of the Senate has approved a further change desired by the League which provides that non-EU foreigners who request access to the basic income must present a "certification” of income and assets and of the family nucleus issued by the country of origin, "translated" into Italian and "legalized by the Italian consular authority". The new rules they do not apply to political refugees and for foreigners who come from countries from which it is not possible to obtain the required documentation. Over the next three months, the Ministry of Labor will draw up a list of these countries. At this point, immigrants who are interested in applying for basic income will have to wait for this list to arrive before applying for the subsidy.
CITIZENSHIP INCOME: THE RULES FOR THOSE WHO PRESENT THE RESIGNATION
The law that forbade access to basic income for 12 months to the families of those who voluntarily resigned has been revised. CITIZENSHIP INCOME: THE NEWS FOR THE DIVORCED
The purpose of this amendment is clear: avoid “false divorces” to get more money from the citizen's income, de facto defrauding the state. The proposal approved in the Senate commission provides that, if two spouses separate or divorce after 2018 September XNUMX, in order to access the basic income, they will have to certify that they no longer reside in the same house with a "special report from the municipal police". The traffic police will therefore carry out very scrupulous checks to verify whether the former spouses are telling the truth or not.
Anyone who issues false declarations will not be able to request access to income for 5 years.
