At the last corner before the arrival, the basic income changes again. The decree containing the flagship measure of the 5 Star Movement was supposed to arrive by the end of the year, but in the end it will only get the green light from the Council of Ministers in January 2019 and its content will be different from expectations in many points.

THE ORIGINAL PROJECT: THE "FAIR" JOB OFFER

The latest news in chronological order concern the jobs that will be offered to income recipients. On the third refusal, the right to collect the money will be lost: this basic concept remains unchanged. But the original bill specified that every job offer had to be "congruous", i.e. "related to the skills indicated by the beneficiary", with an "hourly wage equal to or greater than 80% of the original duties" and above all in a " place of work located within a radius of 50 kilometers” from home.

GOODBYE TO THE LIMIT OF 50 KILOMETERS FROM HOME

All these annotations have disappeared from the drafts of the decree. Indeed, the first job offer may concern a job to be carried out within 100 kilometers of the place of residence. In the event of refusal by the recipient of the income, with the second offer the range of action will increase to 250 kilometres, i.e. more than the distance that separates Naples from Rome. Finally, with the third offer, those who do not have children must be willing to move anywhere in Italy, otherwise they will lose their income. And the same thing will also happen to those who have children if they have already completed an income cycle (which lasts 18 months, after which the application must be resubmitted).

THE SOFA TABOO

How can such a tightening of rules be explained? The goal is likely to be to incentivize income recipients to accept the job offer as soon as possible. In electoral terms, the 5 Star Movement has an interest in pointing out that the citizen's income is not a subsidy given to those who spend their lives on the sofa. Always him, the couch, the metaphor preferred by detractors of the subsidy from all geographical and political origins, repeated like a mantra (especially in the North) by many voters (especially from the centre-right) who consider the grillina measure an undeserved gift to the lazy.
