From today, July 31, you can submit the application for the recruitment bonus for young people under 30 who do not study and do not work. They are the so-called NEET (Not in education, employment or training), an audience of 1,7 million young people, who represent 19% of the population between 15 and 29 in Italy. But how does it work and how to request it? For the presentation of the bonus application, companies, as well as young people, are called to respect various requirements.

With circular 68 of 21 July INPS has released the operating instructions to apply the facilitation intended to encourage the entry into the labor market of NEETs. The Anpal, with the decree of 19 July, had communicated the division of resources between the Regions. The region with the most funds for hiring young people is the Lombardia (24 million euros), followed by Veneto (8,1 million), Campania (7,6 million), Lazio (6,8 million), Emilia Romagna (6,6 million) and Piedmont (6 million). The incentive can be requested until the resources allocated by the government are exhausted (85,7 million euros).

Hiring bonus under 30: the requirements

The young person to be hired must not be over 30 years old, must not work or study, and must be enrolled in the "Youth Employment Initiative" program or in the Gol program (Employment Guarantee for workers). Enrollments in these programs are still possible: the incentive is applied for hires that take place between 1 June and 31 December 2023.

The benefit applies only to workers of the private sector (Public administration is excluded). It cannot be used to stabilize fixed-term workers, it does not apply to domestic workers, nor to intermittent workers, nor to occasional workers.

How to get the bonus?

The incentive provided by Work decree (Legislative decree 48/2023, converted by law 85/2023, article 27) consists of aid in favor of the employer equal to 60% of the gross salary of the young person hired, for one year, which yes reduces to 20% of the salary if any cumulus with other incentives or aids (with the exception of reliefs for vocational apprenticeship). For example, underlines the Institute, the reduction is also triggered if the young person benefits from the "cut" on the tax wedge (in force until December 2023) and applied to the benefit of workers, for wages of up to 35 thousand euros per year.

Therefore, it can be expected that practically no young person under 30 could benefit from the full extent of the NEET bonus, considering that the annual salary could hardly exceed 35 thousand euros (over 2.500 euros gross per month) on which the 6 contribution discount already applies. % or 7%. According to what Il Sole 24 Ore writes, the INPS also specified that circular 68/2023 was "shared in advance by the Ministry of Labour".

Under 30 recruitment bonus: how to apply

The application form is available on the INPS portal: companies that intend to introduce young people and take advantage of the incentive will have to proceed electronically. Within 5 days, the institution must notify the interested party of the effective availability of resources. After this communication, the employer will have 7 days to stipulate the employment contract and to notify INPS.

The disbursement of the recruitment bonus for young people under 30 will take place through an adjustment in the employer's monthly contribution declarations.
