I first funds of the Recovery Fund they will arrive in July, while a second tranche of EU resources is expected for the end of 2021. Vice-President Valdis Dombrovskis confirmed this today during a hearing before the European Parliament. "If everything goes according to plan, the commission has two months to evaluate the plans, we will try to be ready for an initial evaluation by the end of June, we need to see if we can speed up the disbursements of the funds, the first disbursements will presumably reach July". Dombroviskis then also referred to a second disbursement of funds from Brussels, expected by the end of 2021: "By the end of the year, most of the member states will be able to receive the funds," added Dombrovskis.
The recipients of the first disbursements, corresponding to a pre-financing equal to 13% of the total, they should be or Countries that have sent already sent their plans. Among them are the major economies of the Eurozone: Italy, Spain, France and Germany. “We received 14 plans which is a good result, the end of April was not a strict deadline” commented Dombrovskis, explaining that “some states need more time. In general, a balance has been found between reforms and investment and strong social inclusion” said the vice president of the European Commission.
However, meeting the deadlines requires an effort on the part of all 27 Member States, especially the eight states which have not yet ratified the Recovery Plan, namely: Austria, the Netherlands, Romania, Hungary, Estonia, Poland, Ireland and Finland. “I reiterate my appeal to the Member States that those who have not yet ratified the decision on the increase of own resources in the Multiannual Financial Framework 2021-2027 for the recovery fund do so by June XNUMXst” Dombrovskis then stressed.
According to indications, three of the eight missing states should proceed with ratification "by the end of this week," concluded Dombrovskis.
