La new draft of the Recovery plan she has arrived. Economy Minister Roberto Gualtieri sent it to his government colleagues last night. The document, which will arrive today at 21 pm in the Council of Ministers, is made up of 171 pages, which in turn contain 6 missions, 47 intervention lines and 4 tables. Compared to the initial version, the overall value of the plan goes up from 209 a 310 billion thanks to the addition of cohesion funds and resources related to the 2021-26 budget planning. The money to invest for the relaunch amounts to 222 billion, of which 144,2 for new interventions.

The project is based on three pillars: digitization and innovation, ecological transition and social inclusion. Plus, there are three priorities transversal to many projects and on which the government intends to focus attention: women, young e South.

Regarding the allocation of funds, those destined for healthcare have more than doubled compared to the December draft, going from 9 to 19,72 billion. The resources for slightly increase education and research (from 27,91 to 28,49 billion) and those for digitalisation, innovation, competitiveness and culture (from 45,86 to 46,18 billion). On the other hand, the amounts allocated for the other expenditure items remain unchanged: 68,9 billion for green revolution and ecological transition, 31,98 billion per infrastructure and sustainable mobility, 21,28 billion per inclusion and cohesion. at family policies more than 30 billion from the budget planning to 2026 will go, aimed at financing the single allowance starting this year.

It remains to solve the problem of governance, to which the text dedicates a few lines, in fact only to postpone the question: "The Government, on the basis of the European guidelines for the implementation of the Plan - reads the draft - will present to Parliament a governance model that identifies the responsibility of the implementation of the Plan, guarantees coordination with the competent Ministers at national level and the other levels of government, monitors the progress of the expenditure".

In any case, the implementation of the plan is expected to be accompanied by a series of reforms to "strengthen the business environment, reduce bureaucratic burdens and remove the constraints that have slowed down investments". In particular, the reform of justice and that of personal income tax, with "the reduction of the effective tax rates on the income from employment, employment and self-employment, in particular for low and medium-low income taxpayers, in order to increase the employment rate, reduce undeclared work and incentivize the employment of women and young people".
