The government gave the green light on Friday to the tax-labour decree, an omnibus provision (not to be confused with the tax delegation) which contains a series of urgent measures regarding taxes and safety at work.
The most controversial concerns the refinancing of the basic income, requested by M5S and Pd and opposed in the center-right Council of Ministers. In particular, the ministers Giancarlo Giorgetti (Lega), Renato Brunetta (Fi) and Elena Bonetti (Iv) would have asked to profoundly modify the measure, defended by the grillino minister Stefano Patuanelli, supported by the minister dem Andrea Orlando but also by the premier Mario Draghi. In the end, the refinancing arrived (albeit for a small amount, less than 100 million euros) and the basic income system has not changed.
With the tax-labour decree, the fund was also refinanced for 2021 ecobonus for the purchase of low-emission vehicles. The resources allocated for this chapter amount to 100 million, much less than what was indicated in the previous drafts of the decree, which estimated an amount of 200-300 million.
Still on the fiscal side, the decree grants the possibility of returning to the scrapping ter and in balance and excerpt to those who have missed payments in recent months: however, the arrears must be paid (without penalties) by November 30th.
There will then be 150 days to pay the folders notified starting from 1 September 2021, while the margin of tolerance increases from 10 to 18 months to avoid forfeiture of the installment plans after the Covid suspension which lasted from 8 March 2020 to 31 August 2021.
As for the new measures on the job safety, the decree strengthens the powers of the National Labor Inspectorate and increases the sanctions for those who violate the rules.
Finally, two other measures also ended up in the cauldron of the omnibus provision: the extension of the law for another 13 weeks Cig Covid, which is therefore extended until December 31, and the equation of quarantine with illness for the purposes of economic treatment for the whole of 2021.
