TPL and fraud, the strange case of Trentino Alto Adige

When it comes to vehicle insurance, the general picture from our country does not offer shocking news: about half of the reported claims occur in the North, yet most of the scams take place in the South. The pattern seems to confirm Italian stereotypes and clichés , but finds a sensational denial in the richest and most German-speaking of the regions with special status. 

The Italian Association of Insurance Companies has calculated for each area of ​​Italy the percentage of claims at risk of fraud on the total number of accidents. Against a national average of 14,1%, the most virtuous area of ​​the country is the north, which boasts a commendable 10,8%. The most honest seem to be the motorists of Liguria (9,2%), followed by those of Valle d'Aosta (9.8%), Piemonte (10%), Veneto (10,1%), Lombardia (10,3%), Friuli (10,5%) ed Emilia Romagna (12%). In a similar context he plays the part of the big bad wolf Trentino Alto Adige, which with its 21% almost doubles the average of the other northern regions. 

The disproportion immediately catches the eye, yet the worst figure in the north is still lower than the average in the south, equal to 23,8%. To make the percentage soar is the Campania, where claims at risk of fraud reach a peak of 29,2%, almost one in three. The situation improves in the other southern regions, which however - together with Trentino - score the highest results in the country: from 22,2% of Molise at 21,5% of the Basilicata, passing through 20,2% of the Calabria, 18,3% ofAbruzzo and 18,2 of the Puglia

Closer to the numbers of the North are those of central Italy, where the average stops at 13,1%. Accidents at risk of cheating are 16,8% in the Marche and 13,4% in the Lazio. Meanwhile, in Toscana e Umbria it drops to 11,4 and 10,9% respectively. Finally, the average of Sicilia (14,9%) and Sardinia (11,5%) stops at 13,9%, just below the national figure.

“The phenomenon of insurance fraud is closely linked to that of movement of uninsured vehicles – reads in Ania annual report –. On the basis of a collection of information at the provincial level taken from the Highway Police, Municipalities, Municipal Police, a statistical inference was made with the insured vehicles present in the association database, thus estimating the total number of vehicles circulating without insurance coverage ”.

According to the Association, last year there were about three and a half million uninsured vehicles in our country (compared to 3,1 in 2012), equal to 8,0% of the total vehicles in circulation. The percentage exceeds 13% on average in the provinces of the South (it was 12% in 2012), while in the Center it drops to 8,1% (from 6,4%), down to 5,3% in the North (from 4,6. 3%). The Boston Consulting Group estimates that in Italy this phenomenon has an incidence that is almost double the average of countries such as France, Spain, England and Germany, where the figure does not exceed 4-XNUMX%.
