Italian motorists have no hope of seeing costs for motor liability policies fall. The confirmation comes from Ania, consulted by the Senate Industry Commission. Finger pointed, in particular, against the so-called "black box". Paolo Garonna, general manager of the national association of insurance companies, retracing the rate trend over the last 5 years, noted that if on the one hand there was a substantial drop in the number of claims, on the other, however, this phenomenon "has not corresponded overall to a drop in compensation, effectively nullifying a possible reduction in tariffs".

And now the obligation envisaged by Isvap to offer policies combined with black boxes to all customers who request it determines the "risk" that in order to be able to offer discounted policies to those who decide to adhere to the proposal "it is necessary to revise the basic rates upwards ”. Not only that: Ania also criticizes the provision, established by the liberalization decree, that “all costs relating to the use of black boxes are to be borne by the companies. This economic model - Garonna pointed out - risks reducing to a minimum if not canceling the possibility of significant discounts on motor liability rates".

The association of insurance companies reiterates that in order to achieve a reduction in motor liability rates "we need to have a decisive and structural impact on the cost of compensation". Furthermore, for Ania, the rule that reduced the term within which the company can inspect damage to the vehicle to two days should be eliminated; issue the table on the economic assessment of serious personal injury; set up an anti-fraud agency; to encourage the direct repair of vehicles.

Some data: in the first quarter of 2012 the volume of premiums increased by 1,4% compared to the corresponding quarter of the previous year. And if this evidence signals a "tendency of stabilization in the price of motor liability in the current year, however - added Garonna - the cyclical and structural nature of the technical improvement and some rules contained" in the liberalization decree "and the interpretations that followed must lead to caution in formulating reassuring assessments of price dynamics”.

Hence the request to the Ministry of Economic Development to set up a technical table with all the Authorities vested with regulatory power.
