Guardia Finanza, public procurement: rigged one out of three

Waste for 2,6 billion and public funding and welfare fraud for 1,5 billion. These are the most impressive data of the 2014 report of the Guardia di Finanza. In those 2,6 billion ascertained by the Fiamme Gialle in their inspection and control activity, the costs of rigged contracts or in any case not carried out according to the rules are hidden.

In practice one out of three contracts, among those verified by the Fiamme Gialle, was found to be illegal: in fact, public contracts were awarded illegally for 1,793 billion euros (more than a third of the value of the contracts checked), while tax damages amounted to 2,672 billion euros, with over 11.600 reported people. As for fraud, on the side of health expenditure, over 141 million have been ascertained, while 113 million appear to have been defrauded of social security expenditure.

Just when the government is under fire from local authorities who are in revolt against the hypothesis of new cuts, the insane level of waste clearly emerges from the Guardia di Finanza report. In 2014, the Guardia di Finanza reported over 3.700 people responsible for crimes against the Public Administration, controlled public contracts for 4,6 billion (933 reports of irregularities): the waste identified corresponded to over half of the contracted amount.

A summary of the numbers of the 2014 Annual Report of the activity of the GdF which also discovered over eight thousand total tax evaders and 13 thousand perpetrators of tax crimes. Last year, the men of the Fiamme Gialle stole assets worth four billion from organized crime, seized 290 million counterfeit or dangerous products, 1.400 tons and over 500 liters of food products. Almost 10 controls were carried out to combat illegal gambling, with irregularities in 33% of cases.
