China has presented its proposals to end Russia's war in Ukraine and enter into peace talks. At the same time, however, he would be negotiating the supply of kamikaze drones with Moscow. The German newspaper Der Spiegel wrote it, specifying that the Russian army is engaged in negotiations with the Chinese Xìan Bingo Intelligent Aviation Technology for the mass production of kamikaze drones for its armed forces. This creates, argues the weekly, a new urgency in the debate on possible Chinese military support for Russia.
Bingo has reportedly agreed to produce and test 100 prototype ZT-180 drones before handing them over to Russian Defense by April 2023. Military experts believe the ZT-180 is capable of carrying a warhead weighing 35 to 50 kilograms. The news falls like a boulder on China's attempt to gain credit as a mediator for an agreed solution to the conflict one year after the Russian invasion of Ukraine with tanks and ground troops. China has so far denied US allegations of possible supplies of lethal instruments to Moscow. But here are the twelve points of the Chinese proposal.

The text, published on the anniversary of the Russian aggression in Kiev, includes 12 points and the first Chinese declaration on the safety of civilians, respect for international humanitarian law and opposition to attacks on nuclear power plants. The Foreign Ministry released it. Among other things, it foresees the rejection of the use and even the threat of using atomic weapons, the end of hostilities, the resumption of peace talks and the lifting of sanctions. 

  • First point: Respect for the sovereignty, independence and territorial integrity of all countries in accordance with recognized international law, including the purposes and principles of the Charter of the United Nations.
  • Second point: abandonment of the "Cold War mentality": the security of a country cannot come at the expense of that of other countries and "regional security cannot be guaranteed by strengthening or even expanding military blocs". We need a common concept of security, continues the document, global, cooperative and sustainable for the long-term stability of the world.
  • Third point: ceasefire and stop fighting. It is necessary to "support Russia and Ukraine to meet" and resume direct dialogue to reach a global ceasefire.
  • Fourth point: talks and negotiations are "the only viable way out".
  • Fifthly: protection of civilians and creation of humanitarian corridors for evacuation from war zones.
  • Sixth point: invitation to "strictly respect international humanitarian law", refraining from attacking civilians and civilian structures, and to favor the exchange of prisoners.
  • Seventh andeighth point: maintaining the security of nuclear power plants (no to armed attacks and yes to the role of the International Atomic Energy Agency) and the rejection of nuclear weapons (they cannot be used and nuclear war cannot be fought) and on their use both on the simple threat. "We oppose the development and use of biological and chemical weapons by any country under any circumstances."
  • Ninth point: "All parties should implement the agreement signed by Russia, Turkey, Ukraine and the UN in a balanced, complete and effective way" to guarantee the export of cereals.
  • Tenth point: stop unilateral sanctions and pressures that "not only won't solve problems, but will create new ones".
  • Eleventh point: appeal for "the stability of the industrial and supply chains" to protect the global economy.
  • Twelfth point: call to promote post-war reconstruction.

The UN assembly approves a resolution for a just peace in Ukraine

Also yesterday, Thursday 23 February, the UN General Assembly approved a resolution with 141 votes in favour, 7 against and 32 abstentions which stresses "the need to achieve, as soon as possible, a complete, just and lasting peace in line with the UN charter". The text "reaffirms the commitment to the sovereignty, independence, unity and territorial integrity of Ukraine within its internationally recognized borders" and calls for "the cessation of hostilities and the immediate, complete and unconditional withdrawal of Russian military forces ”. Italy is also among the 75 "co-sponsors".

In addition to Russia, the nos came from Syria, Belarus, Eritrea, North Korea, Nicaragua and, for the first time, Mali. Thirty-two abstentions, including China, India - despite the strong pressure in the last few hours - Iran, Cuba, Armenia and many African countries, from Congo to Uganda, and then Kazakhstan and Uzbekistan. Brazil instead voted in favor of the resolution for a just peace in Ukraine, against some predictions.
