La Budget maneuver 2023 changes face. The Government presented the final amendments to the measure. As announced, the vast majority of resources will be used to calm the increase in bills. For the rest: the much-contested rule on the Pos disappears, while the increase in minimum pensions to 600 euros will only concern 2023 and only pensioners over 75 years of age. The duration of the Citizenship Income for 2023 drops from 8 to 7 months and the cut in the contribution wedge will affect workers with incomes below 25 thousand euros. The extension on the Superbonus announced a few days ago has also been confirmed, while for mortgages the possibility of switching from variable to fixed is established.

Pos: the limit of 60 euros disappears

On the Pos the Government is backtracking. After the criticisms of Bank of Italy and comparison EU Commission according to which the rule would conflict with the objectives of the Pnrr, the rule which envisaged raising from 0 to 60 euros the obligation to accept payments with the Pos was erased with a clean slate. "The government - explained the Minister of Economy, Giancarlo Giorgetti - is open to discussions with the Budget Commission regarding a solution compatible with the legislation and the commitments undertaken by the previous government on the Pnrr". This is the crux which, in the interlocution with Brussels, led to the rethinking. The executive "supports", explained Giorgetti, forms of “refreshment or compensation for operators who will have to face a greater burden for the commissions applied on these transactions”. The ceiling for cash remains at 5 thousand euros. 

Pensions 

The amount of minimum pensions will rise to 600 euros, but only for the over 75s and only for 2023. Revised the pension indexation mechanism for 2023 and 2024: the revaluation for checks between 4 and 5 times the minimum (between 2 and 2.500 euros) rises from 80 to 85%, while for higher pensions the brackets are revised as follows: 

  • from 55% to 53% for pensions between 5 and 6 times the minimum; 
  • from 50% to 47% for pensions between 6 and 8 times the minimum;
  •  from 40% to 37% for pensions between 8 and 10 times the minimum;
  •  from 35% to 32% for pensions over 10 times the minimum (over 5 thousand euros). 

The increase for pensions up to 5 times the minimum thus rises from 153 to 162,8 euros compared to the 172 euro increase envisaged with the previous government scheme.

Basic income

For those who can be employed, the basic income will have an expiry date: it will last maximum 7 months, one month less than foreseen by the previous version of the Maneuver.

The maximum limit for increases from 6 thousand to 8 thousand euros the exemption from the payment of contributions pension schemes in favor of employers who hire the beneficiaries of the Citizenship Income from 31 January to XNUMX December on a fixed-term contract.

Tax wedge: cut of up to 25 thousand euros

Sale from 20 to 25 thousand euros the income limit envisaged for cutting the wedge by a further percentage point.

Mortgages: ok on the transition from variable to fixed

In the maxi-amendment to the 2023 Budget law presented by the Government, the possibility of passing is restored from variable rate mortgages to fixed rate mortgages. 

Also expected one deduction of 50% of the amount paid for VAT for purchases of high energy efficiency properties (class A and B) made by 31 December 2023 directly from builder.

Superbonus 110%: extension to 31 December

As announced last week by Minister Giorgetti, a rule is inserted in the Maneuver which gives the possibility of presenting the Cilas - declaration of commencement of works - until 31 December 2022 to access the 110% super bonus. The previous legislation provided for by the Aiuti Quater decree fixed the deadline for the presentation of the document as November 25th. 

Parental leave and single allowance

“The Government has foreseen the increase to 80% of the indemnity of parental leave returned to the parents in an alternative way”, explained the Minister of Economy, Giancarlo Giorgetti. In addition, the increase in the measure of thesingle check universal recognized for households with 4 or more children”, he added. "Also introduced measures to exclude scholarships for university students with disabilities from the income calculation, extending the beneficiaries".
