Most merchants are evading the new rules on electronic payments because there are no penalties, but a measure is on the way to introduce concessions and fines.

The Government is working on a scheme of sanctions for those who do not comply with the rules on the Pos. This was announced by Enrico Zanetti, undersecretary for the Economy, in the Finance commission at Montecitorio.

Precisely the lack of fines and penalties has meant that so far the new rules have been disregarded by most traders. From 30 July, in fact, for payments over XNUMX euros it would be mandatory to use the Pos, a tool that allows you to track payments and thus reduce evasion.

On electronic payments, the Mef has set up a working table with the Bank of Italy, ABI, the Bancomat Consortium, Aiip (Italian Association of Payment and Electronic Money Institutions) and the Visa and Mastercard operators. Some concessions are also under discussion, but first of all "the technical table could be an opportunity to evaluate the possible introduction of sanctions or disqualifications in the event of non-compliance", said Zanetti.

The measure under study should have at least two positive effects on the economy: a saving in the costs linked to payment by cash, estimated at around 1,5% of the total transactions, and above all a decrease in tax evasion by businesses, which will be forced to automatically record all entries.
