It seems that the state institute has not respected the principle of public evidence either when it was the contracting entity or as the successful tenderer - According to the Authority it was an "unjustified and arbitrary subtraction of quotas and services, works and supplies to free competition".

The Antitrust has doubts about the state printing press. The case concerns three public contracts awarded without any competition. The first report dates back to March 2009 and concerns "the alleged evasion of the principle of public evidence by the company Sogei Spa - reads the latest bulletin of the Authority -, which allegedly charged Poligrafico with the supply of health cards".

That same month, an exclusive agreement was concluded – once again without a tender – between the Presidency of the Council and the Institute. At stake this time was the provision of telematics and multimedia services. The third complaint is dated 18 May and refers to an assignment irregularly entrusted by Bimospa Spa, a company controlled by Poligrafico and specialized in forms and paper converting.

According to the president of the Antitrust, Antonio Catricalà, who addresses the prime minister and the economy minister directly, all of this represents an "unjustified and arbitrary subtraction of quotas for services, works and supplies" from free competition. In fact, any organ of the State is "obligated to apply the rules of public evidence established by Community and national legislation".
