By passive policies we mean social shock absorbers, i.e. forms of monetary support for work such as unemployment benefits and benefits, ASPI, mobility and layoffs. 

The minister explained that the new system will be built into the work delegation decree, or the Jobs Act: “We will deal with the matter in there – he said -.
