After the green light from the European Commission, the EU economic and financial committee, which includes representatives of the economic ministries and which guides Ecofin discussions and decisions, he expressed consent to payment of the third instalment of funding from the Italian National Recovery and Resilience Plan. The final decision will be taken by the ministers ofEcofin, but it is a formal step and the road now seems to be going downhill. Italy: the third installment of the Pnrr of 18,5 billion in October
The money, as mentioned, will arrive at the beginning of October. In total they will be 18,5 billion euros which will enter the state coffers.
The first request for payment of the third installment was presented by Italy at the end of 2022, but the EU Commission's approval only arrived at the end of July, when Brussels agreed to the transfer of the fourth installment of the objective on university accommodation.
At today's meeting, Monday 11 September, the Committee approved the Commission's preliminary assessment regarding compliance with 54 of the 55 objectives agreed for the payment of the third instalment. The 55th concerns university accommodation. Translated into numbers: the next installment will be worth 500 million euros more.
The members of the EU Committee also asked for information on the impact of the Pnrr on GDP, on the acceleration of public spending and on the mechanisms for controlling the use of funds.
Italy: decisive days for the fourth instalment
Having put the third installment in the safe, it's already time to think about it fourth. On Thursday 14 September the EU Council will have to decide on the changes relating to the fourth installment and approve the proposal for an executive decision which formally accepts the change in objectives. At this point, explains the minister for relations with parliament Luca Ciriani, "it will be possible to present the request for payment of the fourth installment of 16,5 billion euros, allowing its disbursement by the end of 2023”.
