With the company aid decree approved on Monday, the Government has earmarked almost 9 billion euros for the works of the Pnrr. Il Sole 24 Ore wrote on Wednesday, explaining that the main objective of these resources is to face the inflation of energy and raw materials, which has decidedly compromised the feasibility of the plan.

Pnrr: inflation has put the government at a crossroads

When the Pnrr was prepared, in fact, the quotations were very different from those of today, therefore the budgets foreseen are no longer sufficient to complete all planned works.

The Executive thus found itself at a crossroads: rewrite a large part of the Pnrr (if not all), or strengthen its financial envelope to cover the excess costs. In the end, also to avoid excessive delays, it was decided to follow the second path, and it is precisely for this that almost all the additional resources allocated with the Aid decree are needed.   

In essence, writes the Confindustria newspaper, the aim is "to avoid a 'plan B' which, without decisive intervention, would have inevitably become necessary to absorb the higher costs" and the closure of the infrastructure construction sites already underway: in 2021, in fact , the first works of the Recovery Plan were carried out for a value of 2,5 billion euros.

The allocation of investments

The Aid decree allocates 8,7 billion to the recovery and resilience plan. In detail, investments in progress or in any case already made will be strengthened with 700 million in 2022 plus others 500 million in 2023. This is money intended for major works, mostly railways. But "the highest stake, divided into five years, from 2022 to 2026 - explains Il Sole 24 Ore - is that of 7,5 billion to correct upwards, with the new price lists, the cost amounts of the works included in the Pnrr, but not yet started".
