Pnrr, Giovannini: “The first element is speed”

The minister spoke at an event organized by CEOforLIFE, the community of 100 Italian CEOs that is involving Luiss students to make proposals: "Unprecedented opportunities, there is a lot of liquidity to invest"

Pnrr, Giovannini: “The first element is speed”

“From the business world, increasingly interested in sustainable infrastructure and transport projects, and from the explosion of green finance, comes confirmation of the validity of the two study commissions set up at the Mims: the latest data testify how our country can be capable of intercepting national and international capital on credible projects in this recovery phase and in which there is a lot of liquidity, which could be oriented towards an unprecedented leap in quality in our country since the Second World War". Thus intervened the Minister of Infrastructure and Sustainable Mobility Enrico Giovannini at the event “CEOforLIFE – Pnrr Task Force” organized at Luiss. The community of 100 Italian CEOs is involving over 100 students from the Roman university in 6 working groups, each dedicated to one of the thematic areas of the Pnrr: the goal is to develop proposals to be presented to the Institutions during the CEOforLIFE Awards March 2022.

"I had wanted the establishment of two study commissions - continued Giovannini - which have almost concluded their work, one on the impact of climate change on infrastructure and on network and transport systems and one on new financial instruments for investing in infrastructure and transport systems with a view to sustainability. I was teased by some newspapers when I announced them, accused of kicking the can. But no, extremely interesting results are being achieved precisely at a time when even the private world is increasingly at the forefront in the fight against climate change”. The Ministry of Infrastructure is the first in expenditure in the Pnrr, almost 62 billion euros, many of which, however, in collaboration with other ministries. 56% of the funds will go to the South. And then there are many works that have been pending for years, often commissioned and for which Giovannini has promised a turning point: “The problem of the Third Pass works was resolved by Commissioner Mauceri within a week and 300 workers returned to the site. The third pass is one of the 102 works that we have faced with the commissioner. This is an example to say that we have chosen a path that allows us to solve problems".

"A prime element for implementing the Pnrr is speed, which is why the Ministry is in action", added the minister at the CEOforLIFE event. “We are all engaged in the reorganization of the decision-making process, placing environmental and social sustainability at the centre”. "The Pnrr is truly an unparalleled opportunity on which everyone, the private sector, the public, individuals, the world of research and education must collaborate to allow our country to make investment plans in 10 years, change the face of our country for the well-being of all, for the improvement of competitiveness in our country, respecting the environment”.

“As CEO, and above all as CEOforLIFE – he added Giordano Fatali, founder of CEOforLIFE and promoter of the Task Force -, we want to immediately give a strong boost to the process of implementation of investments and reforms, as also indicated in the PNRR, to give all citizens and especially women and young people, a positive medium- long term in terms of inclusion, employment and quality of life. And we want to do it by making them protagonists and not spectators of the change; for this reason today, for the first time, we will have companies, institutions and new generations around the same table, united in the pursuit of a common goal of growth and development and in the concrete definition of the path to take to achieve it".

"Like the Marshall Plan in the post-war period – concluded Giovanni Lo Storto, Director General of Luiss -, today the Next Generation EU represents a crucial challenge for our country and for Europe for which it is necessary to imagine the involvement and mobilization of civil society. The achievement of the ambitious objectives of the pillars of the PNRR is, in fact, also linked to the initiation of a constant dialogue between institutions, CEOs and their companies and the new generations. A unique confrontation – which we are proud to host in the coming weeks – and which, I am convinced, will make it possible to identify further lines of action to give solidity to the growth of our country. An unrepeatable opportunity to build a more sustainable, inclusive and responsible Italy.”
