And yet, it is precisely on this plan that a large part of the relaunch of the economy on which Italy hopes for the next few years depends. It is true that the rules of the plan provide for exceptions in the event of exceptional events, such as early elections, but it is also true that the new government, when it takes office, will have to write in a short time the 2023 budget law and therefore may find it difficult to focus on the 55 goals. Even a possible derogation, therefore, risks not being enough.

The problem of projects already started

A stop to Pnrr funds would be disastrous for our country, above all because they are linked to those resources several projects already started, which could not be canceled overnight, but should be financed with other money. The financial burden would be considerable: the loans arriving from Brussels would have to be replaced with new credit lines which would have decidedly higher interest rates; on non-repayable transfers, on the other hand, the extra costs would concern the entire committed capital, which – according to calculations by Sun 24 Hours – at this moment for the measures already started it amounts to 20,8 billion. Among these, 10 billion will be used for Ecobonus and Sismabonus, an abundant three billion for school construction and 1,6 billion for nursery schools and kindergartens.

Governance blocked

In truth, to prevent the nightmare of stopping the Pnrr from coming true, some precautions have already been taken. The governance of administrative structures who manage the plan, for example, will not undergo any changes despite upcoming elections. The pyramid of command starts from the Technical Secretariat at Palazzo Chigi and from the Central Service to the General State Accounting Office, to then expand into the mission units created in the ministries. These structures are removed from the so-called "spoils system", i.e. the periodic division of offices between the parties according to the parliamentary balance.
