Irpef income: 1 out of 2 Italians under 15 thousand euros

According to Mef data, as many as 10 million Italians do not pay personal income tax - The highest average income is that of self-employed workers, who double entrepreneurs with sole proprietorships - Still strong North/South differences - Rising local surtaxes.

Irpef income: 1 out of 2 Italians under 15 thousand euros

The average income declared by Italians is 20.940 euros, up 1,2% on an annual basis. This is what emerges from the analysis of the tax statistics relating to the 2017 tax return (tax year 2016) disseminated by the Ministry of Economy and Finance.

The richest taxpayers, those with over 300 euros of declared income, number 35 (0,1%), while over 10 million Italians do not pay Irpef because their income is too low or because the tax is canceled by deductions .

INCOME RANGE: 45% OF ITALIANS UNDER 15 THOUSAND EUROS

In detail, almost one taxpayer out of two (45%) earns less than 15 thousand euros, a range from which the Treasury collects only 4,2% of the total Irpef.

On the other hand, 15% of Italians fall between 50 and 50 euros, declaring 57% of the total value of the tax.

Only 5,3% of taxpayers declare more than 50 thousand euros, paying 39% of the total income tax.

CATEGORIES OF WORKERS: THE SELF-EMPLOYED THE RICHEST

The highest average income is that of self-employed workers (41.740 euros), followed by entrepreneurs who own sole proprietorships (21.080 euros), employees (20.680 euros) and pensioners (17.170 euros). Compensation from employment and pensions together represent around 82% of total declared income.

Attention: the Mef clarifies that, in the personal income tax returns, "entrepreneurs" mean only those who have sole proprietorships (who in most cases do not have staff employed by them) and not the owners of companies.

NORTH/SOUTH FRACTURE: LOMBARDY FIRST, CALABRIA LAST

Overall, the distance between North and South is still very wide: the region with the highest overall average income is Lombardy with 24.750 euros, followed by the province of Bolzano with 23.450 euros; at the opposite top of the ranking there is instead Calabria with 14.950 euros.

ADDITIONAL LOCAL UPHILLS: LAZIO AT THE TOP

In 2016, the regional income tax surcharge amounted to 11,9 billion (+0,9% compared to 2015). The average regional surcharge rises to 410 euros (400 euros in 2015). The highest values ​​are recorded in Lazio (640 euros) and in Piedmont (510 euros), due to the fiscal automatisms for the health deficit; the lowest values ​​are found in Basilicata and Sardinia (both at 270 euros).

80 EURO BONUS RETURNED BY 1,7 MILLION TAXPAYERS

As has already happened in recent years, some taxpayers have had to repay all or part of the 80 euro bonus. These are 1.721.632 people for a total amount of 479.563.000 euros, with an average of 280 euros.

At the same time, 679.466 taxpayers who had not been paid by the withholding agent were able to use it in their tax returns, for a total amount of 679.466.000 euros and an average amount of 400 euros.
