Permits law 104: the tightening for the state is coming

In the policy document on contract renewals sent to Aran, Madia writes that workers must apply for permits under Law 104 "well in advance" - Proposed "hourly permits" for medical visits and family reasons - News also to avoid cuts in €80 bonus.

An anti-abuse grip on permits for the law 104 (but not only) and a mechanism to avoid the bonus cut of 80 euros. These are the two main changes contained in the policy document on contract renewals that the Minister of Public Administration, Marianna Madia, will send toAran, the agency that legally represents the Italian public administrations in the national collective bargaining.

The text – the contents of which have been anticipated by Messenger – is important for resume the discussion almost two years after the ruling of the Consulta which declared the block on increases launched in 2010 unconstitutional. When it has received it, the Aran will be able to convene the unions.

For permits related to law 104, which allows you to be absent from the office to assist disabled relatives, workers are asked to apply for it well in advance, also through, if possible, "monthly programming", to "reconcile the legitimate right" of employees with "the functional needs of the offices".

Also, Madia proposes to use time permits for specialist visits, diagnostic tests, family and personal reasonsthus preventing employees from being absent for the entire working day. It would be about introducing a maximum number of hours within which penalties in the pay slip would be excluded.

The second innovation plans to introduce a new salary item. The goal is to offset the negative tax effect of the contractual increase on the over 600 public workers who receive the 80 euro bonus and that, paradoxically, they would risk seeing the extra introduced by the Renzi government reduced or canceled precisely because of the wage increase.

Finally, as requested by the unions, they are postponed to bargaining also other decisions on other issues. For example, and the disciplinary sanctions in case of "repeated and unjustified absences from service” close to the weekend and the “collective absences” on sensitive dates.
