EPAP (a multi-category social security institution for geologists, chemists, actuaries, agronomists and foresters) is asking to rewrite the law that regulates contributions-based institutions, i.e. those that have been based on the contributory system for the calculation of pensions since their establishment , now extended to all public and private pensions.

The goal is a legislative harmonization that regulates all private entities in a similar way, equating the so-called "Enti del 103", from the number of the law that established them in 1996 following the pension reform that bears the name of Lamberto Dini, with the "Enti del 509", so called from the number of the legislative provision which sanctioned the managerial autonomy of the social security institutions of the privatized professionals before the Dini Reform.

The first group includes, with the Epap, the bodies of biologists, psychologists, industrial experts and nurses. Of the second those of Lawyers, Architects, Engineers, Doctors and many others.

Those of 103 have the revaluation of the pillars linked only to the GDP, which in a year like 2014 is less than zero; while those of the 509 can still guarantee members a minimum revaluation.

Furthermore, the latter have the supplementary contribution for public clients (the one that clients pay on the invoice) at 4 per cent, while those of the 103 are still at 2 per cent, despite the Lo Presti law which allowed for an increase in this contribution.

“In particular, the Epap is engaged – clarifies the President Arcangelo Pirrello – on the one hand in a reform of the regulation, tailored on the recent sentence of the Council of State, for a greater revaluation of the columns; and on the other in three administrative appeals to the Lazio Regional Administrative Court against the rejection of as many reform measures which go towards improving pensions with the institution's resources alone”.

“We are also working for a streamlining of the governance of the 103 entities – adds President Pirrello – which, in compliance with the law (precisely Legislative Decree 103/96) are forced to have a councilor of the General Policy Council for every thousand members, when it would be one councilor is appropriate for every two thousand members. In addition, Epap is the only body which by law (always decree 103) also has twelve managing directors, three for each of the four professional categories”.
