A first version of the Stability Law has arrived at the Quirinale. This was confirmed by the Press Office of the Presidency of the Republic, specifying that, "pending stamping by the State General Accounting Office", the text "will be subject to careful examination as it is by its nature a very complex provision". 

The maneuver that arrived on Giorgio Napolitano's desk is not definitive and contains a series of innovations compared to the drafts circulated in recent days. Among the latest interventions included is the postponement of pension payments to 10 every month since 2015. 

The hypothesis has triggered controversy among consumers and unions, because it could cause inconvenience to many pensioners in view of the deadlines at the end of the month. Codacons, in particular, intends to promote collective action to distrust INPS from applying the new provision.

"The provision contained in the stability law which delays the payment of the pension to the 10th of the month is a real fury against the elderly - write in a joint note Carla Cantone, Gigi Bonfanti and Romano Bellissima, general secretaries respectively of Spi-Cgil , Fnp-Cisl and Uilp-Uil –. The Government has not foreseen any kind of help and support for them, but has thought of how to further complicate their lives. It is simply unacceptable we wonder what the elderly and pensioners have done wrong to be treated like this”.
