Inps supplementary pensions: the "no" of negotiated funds

Inps supplementary pensions: the "no" of negotiated funds

There is no peace for the supplementary pension: in the Competition Bill, still under examination by the Senate, the disputed interventions continue. In fact, the portability of the employer contribution has been re-proposed, with the variant of the gradual increase from 50% to 100% after the first three years of participation in the Fund, despite the fact that the provision has already been abolished as an amendment by the Chamber.

Furthermore, the proposal for a new one has been inserted ex novo Complementary pension fund to be set up at INPS, called "IntegraINPS", to which interested parties could join on a voluntary basis, with the severance indemnity, also attracting the employer contribution provided for by collective agreements. The collection of contributions and the disbursement of services would be handled by INPS with separate accounting evidence in its financial statements. The fact remains that the entire pension of a worker would depend on the same public body.

In this way, second Pension funds (the association of occupational pension funds), which requests the removal of these amendments, a default alternative to the occupational funds would be created, contravening the principles that inspired the supplementary pension system and risking compromising the stability of the system existing. A point of view also shared by Ministry of Labour, which in a note underlined the risk of "attracting current and potential members towards a pension scheme that would not operate under market conditions".

“It has been a year now – observes the president of Assofondipensione Michele Tronconi – that we have had to deal with this coming and going of proposals to amend the second pillar pension plan. It is an unjustified aggressive treatment which only causes alarm among workers regarding their future retirement”.
