Pensions, reimbursements from 278 up to 750 euros arrive from August

The Council of Ministers gives the green light to the decree law on pensions after the ruling of the Consulta. This was announced by Prime Minister Matteo Renzi, who explained as follows at the end of the CDM: “The new decree provides for three things: all pensions from 1 June will be paid on the first day of the month; from 1 August it will be distributed as a one-off payment to comply with the ruling of the Consulta; a mechanism that retirees will not notice will make it possible to defuse the negative revaluation of pensions due to the crisis period”.

The most eagerly awaited, without a doubt, is the decision on the sentence of the Constitutional Court which declared the block on inflation adjustment decided by the Monti government unconstitutional. From 3,7 August, in particular, the so-called "Poletti bonus" will reach XNUMX million pensioners, or the possible adjustment thanks to the allocation of 2 billion and 180 million, obtained, as Renzi explained, "from the difference between 2,5 and 2,6% of the deficit". That is, from the so-called "treasure". To be excluded, the premier has always illustrated, there will currently be 650 thousand pensioners: those with allowances above 3.200 gross per month. 

Renzi explained in detail how the adjustment will take place: “To those who take a gross pension of 1700 euros, the Poletti bonus will give 1 euros on 750 August; whoever takes 2200 euros will be given 450 euros; from 2700 euros onwards it will be 278 euros. It's a one off“. In 2016 there will be instead indexing adjustment: “A pensioner who earns 700 euros per year will have 180 euros of revaluation, or 15 euros more per month; for checks for 2.200 it is 99 euros and for those for 2.700 it will be 60 euros a year, 5 euros a month”.

In addition to the one-off that will arrive in August and which, he confirmed Economy Minister Pier Carlo Padoan, will only partially cover the indexing missed in the years 2012 and 2013, the decree also deals with the issue of indexing for the years 2014-15 and establishes, with effect from 1 January 2016, a new indexing mechanism. This new mechanism, added Padoan, will be "more generous than the one used in previous years". Will there be appeals from the excluded? "I don't know if there will be appeals, if there are we will see but the appeals will have to take into account that with this decree things have changed". In any case, the minister wanted to underline, “if we had had to repay all the pensions” Italy would have breached the 3% ceiling, entering into an excessive deficit procedure. I believe the full consequences of taking the measures of this ruling would have been of dimensions which in my view have not been properly assessed in the debate. “. 

Renzi then explained another aspect, required by law, of the pension revaluation coefficient. In the decree on pensions there is an article "whose effect will not be understood by citizens because they will not see the differences", but thanks to which "we will be able avoid the negative revaluation of the contribution amount. Given the economic crisis, that is, pensions should have been lowered, given the negative growth coefficient of GDP, but with this intervention there is no decrease. Pensions don't touch each other and nobody loses a single cent”.

The Prime Minister, who had announced the measure already yesterday on television, he also replied with irony to the criticisms of the opposition and in particular of Forza Italia: “The criticism in the mouth of those who voted for it sounds paradoxical: we did other jobs, I plugged the holes in Florence. It's the last word that they are now saying that everything has to be returned, it's ridiculous. We are here to correct the mistakes of others”.

Finally, outgoing flexibility interventions are being studied and will be included in the Stability law: "The regulations of the past have intervened too rigidly on pensions - concluded Renzi, announcing a forthcoming intervention "to leave greater flexibility in outgoing and give a a little more space for those who want to retire earlier by giving up part of the allowance”.

Finally, in the pension decree, 1 billion is allocated for the payment of the redundancy fund in derogation, the one reserved for companies that cannot take advantage of the ordinary and extraordinary Cig.
