New indications have arrived from the Government on changes to be implemented in relation to pensions. After the halt to the increase in the retirement age which will take effect in 2019 for workers who carry out onerous activities with the parallel expansion of the categories involved, there is a new proposal aimed at modifying thethe life expectancy calculation mechanism to link the retirement age. All starting from 2021.

But be careful because the changes would not concern the adjustment to 67 years, starting from 2019, of the pension requirements to life expectancy which will therefore become operational despite the postponement requested by the unions. Simply speaking, with the exception of the 15 categories of heavy work identified, in two years, however, the increase will start.

PENSIONS: THE "NEW" CALCULATION

Going into detail, the new Government proposal at the table with the trade unions on 9 November envisages modifying the mechanism for calculating the retirement age, considering a the average of a two-year period compared with the previous two-year period and also bearing in mind the possible decreases in life expectancy.

Based on the provisions, starting from 2021, the aforementioned life expectancy could be calculated on the average for the two-year period 2018-2019, compared with the average for the previous two-year period. Any increase would therefore be carried over to the two-year period 2021-2022.

What if life expectancy is reduced? There will not be a parallel reduction in the age at which to retire, but only a block: the drop in life expectancy would be deducted in the verification for the following two years (2023-2024). The adjustment would therefore continue to occur every two years.

“I hope that an agreement is reached with the unions. There is a standing confrontation, even today 9 November there was a moment of discussion, on Monday 13 there will be a meeting with the Prime Minister and with the confederal secretaries, I believe that when a confrontation is activated it is always an element positive because it allows everyone to field their own considerations, their own evaluations”. This is the comment of the Minister of Labour, Giuliano Poletti, after a new technical table.

PENSIONS: THE NEWS ON HEAVY WORK

As for heavy work, however, the news arrived last week is confirmed. Palazzo Chigi's proposal provides that 15 categories of heavy work will be excluded from the increase: ie. At 11 already set for access to the Ape Social agricultural, iron and steel, maritime and fishermen would also be added. Overall, the identified audience is equal to 15-20 people, 10% of the estimated retirements for 2019.

The next meeting between the Government and the trade unions will be held on Monday 13 November.
