There will be four categories of people who will be able to access the Ape social, the state-sponsored version of the new pension advance. Furthermore, the benefit will be of a non-social welfare nature. These are the only fixed points of the most controversial chapter within the pension package that will flow into the new Budget law. To find a definitive agreement, the government and the unions will meet again on Friday morning at Palazzo Chigi, just 24 hours before the Council of Ministers called to approve the maneuver.

WHAT IS THE DIFFERENCE BETWEEN APE SOCIAL, APE VOLUNTARY AND APE CORPORATE

Unlike the onerous Ape (which provides for a bank loan secured on a voluntary basis) and the corporate Ape (financed in whole or in part by companies), the social Ape is paid for by the State and at no cost to the worker.

WHAT THE SOCIAL APE ENABLES FOR WORKERS

Like the other two versions, the Ape social allows workers to retire up to three years and seven months earlier than the normal old-age pension requirements.

WHO WILL BE ACCESSED TO THE SOCIAL APE

The categories that will be entitled to the Ape social are:

– unemployed without social shock absorbers;

– disabled;

– workers with disabled dependents;

– workers who have carried out "onerous activities", such as to potentially cause accidents or occupational diseases or particular stress.

The definition of what these "burdensome activities" are (there was talk of construction workers, kindergarten teachers and nurses) is one of the central points on which the government and the unions will have to find an agreement.

WHAT IS THE INCOME THRESHOLD FOR THE SOCIAL APE

The other big question concerns the maximum income threshold that can be collected with the Ape social. Up to now there has been talk of 1.300 euros per month, which is the ceiling already set for Naspi, but the State General Accounting Office would like to significantly lower the bar.
