The match on pensions it is not closed at all. The general outline of thepension advance (Ape) seems defined, but on some points the confrontation between the government and the unions continues, which will meet again on 21 September.

The main request of the social partners is raise the bar of exemption. To date, the government wants to ensure that the installments of the Ape are paid by the state if the taxpayer is under particularly disadvantageous conditions (long-term unemployed, disabled, workers who have to assist a disabled family member) and at the same time has a gross income up to 1.500 euros per month (less than 1.200 net). The unions are asking to bring this threshold to 1.650 euros of gross income, in order to include those who receive a net pension of up to 1.250 euros. They also want it to be extended the list of professional categories who can benefit from the exemption, also introducing different types of strenuous jobs, such as train drivers, nurses, construction workers and kindergarten teachers.

Another point of negotiation concerns the possibility of guaranteeing pension advance also for early workers, those who started working before turning 18. For these people, at present, the government has only agreed to cancel the penalty provided by the Fornero reform (which imposed from 2018 a cut between 1 and 2% per year of the social security allowance in the event of retirement before the age of 62, possible only if you started working very young). For early workers the unions are also asking a contribution discount 2-3 months for each year worked before the age of 18.

Instead, it seems that other measures are less problematic, such as the enlargement of the audience of those who receive the 14th to another million and 200 thousand pensioners e the extension of the no tax area approximately at the level of that of employees (8.100 euros).
