The pension counter-reform announced in the yellow-green contract will not come with the next budget law, because dismantling the entire Fornero law would cost 14 billion euros. Too. However, the Government is developing some targeted interventions, starting with the "citizenship pension". In essence, it is an increase in the minimum treatment from 500 to 780 euros, the same amount envisaged for the (future) citizen's income. For a blanket intervention, astronomical coverage would be needed (16 billion, according to the consultancy company Itinerari Previdenziali), therefore it is very probable that the increases will be selective: that is, reserved only for pensioners who receive the minimum allowance and live below the threshold of poverty, not being able to count on other incomes or family income.

For details on the citizenship pension, you have to wait a few more weeks. In the meantime, it may be useful to recall the forms of income support for pensioners which already exist and which would undergo substantial changes in the event of the approval of the citizen's pension.

MINIMAL INTEGRATIONS

First, minimal integration. This is an increase in the allowance that is triggered when the pensioner is entitled to a treatment lower than the minimum required by law, for 2018 equal to 507,42 euros. The increase has a limited scope (it only serves to reach the minimum) and only those who fall within specific income brackets are entitled to it.

For those who are married and retired after 1994, the limit is double: individual income must not exceed €13.192,92, while marital income must be less than 4 times the minimum (in 2018 equal to €26.385,84 ). For those who left their job before 1994, marital income does not count.

Finally, those who are unmarried or separated have the right to complete income support up to €6.596,46 and partial income support up to €13.192,92 (i.e. twice the minimum wage).

SOCIAL MARKETS

Social bonuses are a particular form of supplementation of pensions in favor of the over-60s who live in conditions of particular economic disadvantage. It does not only concern social security treatments, but also welfare ones, such as the social allowance.

They are granted – regardless of the supplement to the minimum salary – to both employees and the self-employed, with the sole exception of those enrolled in the separate management.

The amounts of the social surcharges for 2018 are as follows:

  • 25,83 euros per month for those aged between 60 and 64;
  • 82,64 euros per month between 65 and 69 years old;
  • 136,44 euros for over-70s who are not holders of the fourteenth year;
  • 124,44 euros for over-70s who receive a fourteenth month.

Also in this case, to be entitled to it, the pensioner must not exceed certain income limits. The system is complex, but due to the way it is structured it can be said that in the end only those with pensions lower than or equal to the minimum who cannot count on other personal or marital income are entitled to the increases.

It is clear that if the citizen's pension becomes law, increasing the amount of the minimum allowance by more than 50%, the institutions of minimum integration and social bonuses will also have to undergo a profound revision.
