Pd-Pdl-Terzo Polo: agreement on constitutional reforms and electoral law

It is now upon us the agreement between Pd, Pdl and Third Pole on the new electoral law and constitutional reforms. A shared document could arrive within two, maximum three weeks. This is what transpires from the Chamber, where a new one took place this morning meeting between Pier Luigi Bersani, Angelino Alfano and Pier Ferdinando Casini.

In addition to the three majority leaders, Gaetano Quagliariello, Luciano Violante and Italo Bocchino also took part in the summit: “There was abroad convergence on constitutional reforms – said the President of Fli – and the interest was to talk about those”.

Measures in the pipeline include the reduction in the number of parliamentarians, the overcoming of perfect bicameralism, constructive distrust, the introduction of the power to appoint and dismiss ministers by the Prime Minister and the reform of article 117 of the Constitution.

The times foreseen are as tight as possible, considering that the parliamentary procedure for amending the Constitution is particularly long (two passages in each Chamber, which require 9 months in the most optimistic hypotheses). The first reading should take place by summer, the second in autumn, the third and fourth in winter, perhaps as early as December. After the first reading, the process for the new electoral reform should also start.
