Pd-Pdl, stalemate on the government and the Quirinale

Bersani al Colle today to communicate the outcome of the consultations - If, as expected, there will be a lack of "certain numbers" in the Senate, the President of the Republic could play the card of the so-called "government of purpose", entrusting an authoritative personality (Giuliano Amato? The only certainty is that until yesterday the "certain numbers" requested by Giorgio Napolitano did not exist. Today the prime minister in charge Pier Luigi Bersani will go up to Colle to explain the results of the consultations. And, barring last-minute surprises, he will not bring with him that absolute majority in the Senate that the Head of State requires to give him a full mandate. The 5 Star Movement yesterday rejected any agreement, the possible support of Civic Choice would not be enough, the center-right said it was available only in the event of a very government, a solution rejected several times by the Democratic Party. A stalemate that led the Btp-Bund spread to fly over 350 basis points. 

If Bersani were to inform Napolitano of the impossibility of forming an Executive, at that point the President of the Republic could play the card of the so-called "government of purpose", entrusting an authoritative personality (Giuliano Amato? Luciano Violante?) with a mandate with a set of objectives, the first of which is the reform of the electoral law. 

But for the project to be successful, the Democratic Party would have to accept the prospect of broad agreements with the centre-right, so far strongly rejected. However, the Quirinale is determined to avoid an immediate return to the polls, especially with the Porcellum. There are also technical reasons that prevent the immediate calling of new elections: according to the Constitution, the Head of State cannot dissolve the Chambers in the last six months of his mandate.

Precisely the negotiations on the name to be chosen for Napolitano's successor could play a decisive role in the political strategies of the parties. Through the secretary of the Pdl Angelino Alfano, Bersani communicated to Berlusconi the names that the Democratic Party would like to see at the Quirinale: Franco Marini, Giuliano Amato, Pietro Grasso and Giuseppe De Rita. 

Attached are two clarifications: 1) in the event of an agreement on one of these names for Colle in the eventual Bersani government ministers "not unwelcome" would enter the PDL; 2) in case of refusal, the centre-left will choose the next head of state negotiating with the grillini and excluding the centre-right. At that point Il Cavaliere relaunched, proposing as first state office no longer Gianni Letta, but Marcello Pera, former senator of Forza Italia and president of the Senate during the second Berlusconi government. An inadmissible name for the Democratic Party. One more stalemate. And today everything will start right from the Quirinale.
