Easter, travel, color Regions: here is the new decree

Easter in lockdown for everyone, travel restrictions and goodbye to the yellow zone. These are the main measures contained in the law decree approved by the council of ministers and already communicated to the Regions during the meeting held in the morning. The new rules will go into effect on Monday 15 March and will remain valid until Easter Monday, which this year falls on 6th April.

This time there will be no Dpcm. The change imprinted by Prime Minister Mario Draghi also applies to the "method" and therefore we move forward through a decree law containing all the incoming news. “Premier Draghi and this government believe important to involve Parliament and have a confrontation with all the political forces. The new provision, in all likelihood, will enter into force on Monday 15 March ”, explained the Minister for Regional Affairs, Maria Stella Gelmini.

EASTER IN RED

On April 3, 4 and 5, all of Italy will be a red zone. As happened for Christmas and New Year's Eve, the Easter holidays will be characterized by limits and restrictions to avoid meetings or gatherings that could favor contagions and the spread of variants. The restrictions will apply to all regions, except for Sardinia if it continues to have white zone parameters. 

GOODBYE TO THE YELLOW ZONE

The new decree says goodbye to the yellow zone. From Monday the Regions that are currently in the yellow area will automatically switch to orange (or red if the RT is even higher). The novelty will be valid from 15 March to 2 April and on 6 April (on 3-4-5 all in the red zone, we repeat) and will also apply to Regions that have yellow zone parameters, which will switch to orange regardless from the 21 parameters that will be communicated today by the control room. The only region to "save" is Sardinia, which is in the white area.

RED AREA

The parameters that determine the entry of a region into the red zone also change. From Monday, a weekly incidence of infections exceeding 250 cases per 100 inhabitants will be sufficient to trigger the lockdown. In parallel, the Rt index threshold for entry into the red zone is lowered from 1,5 to 1,25. 

Not only. The presidents of Regions and autonomous Provinces can decide, when the entire Region is in orange, to establish red zones or even more restrictive measures "in Provinces where the weekly cumulative incidence of infections is more than 250 cases per 100.000 inhabitants" or "in areas where the circulation of SARS-CoV-2 variants determines a high risk of diffusion or induces serious disease".

TRAVEL RULES

From 15 March to 2 April and on 6 April, when the Regions will be in the orange zone, it is allowed "to move to a single inhabited private house, once a day, in a time frame between 5 and 22 ”. Again returning to the rules in force in December-January. Established a limit of a maximum of two people in addition to those living together, with the exception of children under 14, disabled or non self-sufficient citizens living together. These rules will apply to the orange zones, but not to the red zones, where travel remains prohibited. 

On 3, 4 and 5 April, on the other hand, "it is allowed, in the regional context, to move" to a single house once a day for two people under the age of 14.

PARENTAL LEAVES AND SMART WORKING

The decree also deals with work and allocates 290 million to finance parental leave, starting from 1 January and therefore also retroactive. Remuneration will be 50% for those with children under the age of 14, while those with children aged between 14 and 16 will not be paid any leave. An alternative to leave is a babysitter bonus of up to 100 euros per week for self-employed workers, health workers and law enforcement agencies.

Finally, the provision reaffirms the right to smart working for parents with children up to 16 years of age.
