Tax havens: the EU publishes a blacklist of 33 countries

The European components of the list estimated by Brussels are Andorra, Liechtestein and Monaco: Switzerland remains outside, which has recently decided to abolish some favorable tax regimes.

There are 33 states and territories in the world that make up the black list of tax havens. The European components are Andorra, Liechtenstein and Monaco. Outside the continent, however, Hong Kong, Maldives, Bermuda, Bahamas, Cayman Islands, Virgin Islands, Anguilla, Cook, Turks and Caico, Maldives appear. The full list was published today by the European Commission, which speaks of "non-cooperative entities as regards tax policies". 

Brussels indicated today that the composition of the list reflects the decisions taken by the various EU states on national "black" lists: only those entities that appear on the lists of at least ten states have been counted. Brussels is asking governments to test the countries and territories on the Thirty list "to work out an adequate European response". Switzerland has recently decided to abolish certain harmful tax regimes and is not on the European list.

The European blacklist also includes Antigua and Barbuda, the Bahamas, Barbados, Belize, Grenada, Montserrat, Panama, Saint Vincent and the Grenadines, Saint Christopher and Nevis, the US Virgin Islands, Nauru, Niue, the Marshall Islands, Vanuatu, Liberia, Mauritius, Seychelles, Guernsey and Brunei.
