Pa: 741 hires in sight, young people and STEM graduates are sought

The number of civil servants has been at an all-time low for twenty years and in the next 5, according to Unioncamere estimates, the PA will need over 700 million new employees - Young people and Stem graduates are needed to carry out the projects envisaged by the Recovery Plan

Working in the Public Administration could be an option to keep in mind for the future. In fact, in the next 5 years, the public administration will have need more than 741 new employees.  This is the estimate of the 2021/2025 needs of the Excelsior information system of Unioncamere and Anpal, made known by the general secretary of Unioncamere, Giuseppe Tripoli, during the conference on "Public administration and public employment" underway in Madonna di Campiglio (TN). 

The vast majority of these new entries, over 692, will serve to "cover" the outgoings determined by retirement, while around 49 will be additional workers.  

The number of civil servants, recalls Tripoli, "is just over 3,2 million units and, despite the importance of absolute values, is at record low for twenty years up to now with a drop of 3,9% in the last ten years alone. In relation to the population, it is one of the lowest levels in Europe”. 

The new income will also serve to rebalance the situation from a generational and educational point of view. "Today, PA is old – continues Tripoli – 55% of civil servants are over 55 against 37,3% of the total employed, only 4,2% are under 30 and the average age is 50,6”. Furthermore, 60% of civil servants do not have a degree, while two thirds of graduates have legal-administrative training with few Stem degrees (science, technology, engineering and mathematics) and technical-professional. Against this, for Tripoli, “it is also necessary to point out the exponential decline in investment in training: from 262 million euros in 2008 to 164 million in 2019 (only 48 euros per employee)”.

Also for the PA, the Recovery Plan represents an opportunity not to be missed “to manage the large turnover of the coming years well, by selecting young and competent forces, capable of managing the change towards green and digital. This is necessary – underlines Tripoli – to redevelop the PA and transform it into a factor of competitiveness for the Italian economy”.

Again according to Excelsior, 42% of the PA's employment needs in the next few years is represented by highly specialized figures, followed by 21% of technical figures. "Nearly two-thirds of the demand for civil servants in the next few years - he concludes - will be made up of workers with a university degree while the remainder will mostly be represented by diplomats".

It is therefore necessary "to immediately identify the necessary skills, focus on soft skills as well as on hard skills, introduce innovative paths for the selection of personnel and review the evaluation systems by orienting them towards the result and rewarding those public bodies that are determined to take up the challenge".
