With the ordinance issued on October 2, Lazio is added to the list of Regions that have imposed the obligation to wear masks outdoors. The increase in infections, especially in central and southern Italy, has prompted the administrations to take countermeasures aimed at slowing the spread of the virus before the situation returns beyond the alert threshold, with full hospitals and treatments at risk for the population . AND soon the government could also move on a national scale. According to what was proposed by the undersecretary Sandra Zampa, “it could be decided to use the masks outdoors in the face of the resumption of outbreaks. We are thinking about it from many sides”. 

“If today Italy can boast such radically different numbers from the rest of Europe it is because we have been very rigorous – he continued -. So in the face of a recovery, many mayors and regional presidents are heading in this direction. The government evaluates week by week and a national measure cannot be ruled out”.

While waiting for Palazzo Chigi's next moves, let's take a quick excursus to understand where the use of masks outdoors is mandatory (indoors the obligation is valid throughout the national territory).

OUTDOOR MASKS: THE ORDER OF THE LAZIO REGION

In Lazio on 1 October there were 265 positive cases of Covid-19, 264 today, 2 October. Such a high number of infections had not been seen even in the months of the lockdown. The increase prompted the president of the Region, Nicola Zingaretti, to sign an ordinance - which will come into force on Saturday 3 October - which establishes the obligation to use masks outdoors. Only three exceptions: "minors under the age of six, those who are incompatible with the use of masks and those who carry out physical activity", reads the provision.

Zingaretti invited citizens "to follow the rules because they make sense if they are observed with a spirit of responsibility". 

“Yesterday I informed the prefect of Rome, Matteo Piantedosi, and the other prefects of Lazio. The prefectures are preparing the forms of control of compliance with the ordinance but we are not waiting for the fines, because we are talking about people's lives and sense of responsibility. I am sure that, as happened during the lockdown, Italians will be the best in the world in observing the rules that serve us to live better", concluded the Governor.

CAMPANIA: MASK ALWAYS AND EVERYWHERE

Obligation to wear a mask outdoors also in Campania, which in recent days has been the region with the highest number of infections in Italy. Hospitals are also in difficulty: places sold out in Cotugno, the number of patients in other large hospitals has also risen, from Cardarelli to the Ospedale del Mare. 

The ordinance signed by President De Luca is in force from 24 September to 4 October, but in all likelihood it will also be extended to the following weeks. According to the provisions, the use of outdoor masks is mandatory throughout the Region "throughout the day, regardless of interpersonal distance, without prejudice to the provisions of the specific sector protocols in force (for example for restaurants, bars, outdoor sports). The obligation remains excluded for children under the age of six, for carriers of pathologies incompatible with the use of the mask and during the individual exercise of motor and / or sports activity ". 

It is also "mandatory for the owners of commercial, cultural, recreational establishments, or in any case open to the public, not outdoors, to measure the body temperature at the entrance to the establishments and to ensure the presence of gel dispensers and / or sanitizing solutions, subjecting access to the premises to the prior sanitization of the hands and to the detection of a temperature below 37,5 degrees".

OUTDOOR MASKS EVEN IN SICILY

From 30 September to 30 October the use of masks outdoors is mandatory in Sicily. The ordinance signed by President Nello Musumeci also provides that those arriving from abroad must register on the site www.siciliacoronavirus.it and undergo rapid swabs. Established periodic checks on healthcare personnel and so-called fragile subjects, prohibition of gatherings. 

Going back to the masks, in places open to the public, the device must be worn if there are several people present. The obligation does not apply only when you are between relatives or cohabitants, specifies the ordinance. Exceptions are foreseen for those who carry out intense motor activity, provided that interpersonal distancing can be maintained, except for the obligation to use it at the end of the activity. 

CALABRIA

Mask outdoors also in Calabria where the ordinance signed on 25 September by President Jole Santelli provides that "for the prevention and management of the Covid-19 emergency" citizens must also wear a mask outdoors, excluding children at under 6 years old and people with disabilities not compatible with the use of the protective device. The ordinance is valid until October 7.

IN PIEDMONT MASKS NEAR THE SCHOOLS

In Piedmont, the obligation to wear a mask near schools starts on 5 October. The new ordinance of President Cirio provides for it. The provision concerns "all the appurtenant areas of schools of all types and levels or in front of them", such as for example car parks, gardens, squares and sidewalks in front of the entrances and exits of the institutes, as well as "all waiting, boarding and descent of school public transport”.

GENOA: MASKS IN THE CENTER

The mayor of Genoa Marco Bucci has imposed the use of the mask in the historic center of Genoa. Anyone who violates the rules by going around without a mask, or wearing it incorrectly will face a fine of 400 euros.

FOGGIA: MASKS H24

Even the mayor of Foggia, Franco Landella, has established the obligation to wear a mask outdoors without time constraints. Shopping centers in the city will be closed on Sundays and public holidays.
