Public works: in Italy they take 4,5 years

Public works: in Italy they take 4,5 years

To realize a public work in Italy with cohesion policy funding serve four and a half years, or the average between 7 in Sicily and 3,8 in Emilia Romagna. Svimez wrote it in the study "Implementation and expenditure times of the infrastructural interventions of the cohesion policies" published in the "Economic review of the South", published by Il Mulino.

The analysis points out that, contrary to what one might think, Calabria, with 4,2 years, is faster than several northern regions, including Liguria (5 years), Veneto (4,6) and Friuli (4,7 ,XNUMX). 

The study also shows that, on average, times in the design and assignment phases of the works, account for 61% of the total duration of the work, with scissors included between 51% in the Center and 65% in the South. The situation of the preliminary planning is particularly critical, where, on the national average, the weight comes close to touching 75%. 

It should be noted in particular that the weight of delays increases as the cost of the work decreases: in works worth more than 100 million euros, transit times account for 45% of the total time, while for works costing less than 100 thousand euros, they account for 72%.

At the national level, the works of an amount lower than 100mila euros they take on average almost three years to complete, while at the other extreme those of more than 100 million euros take an average of 14 and a half years.

As for theprogress of the works phase by phase, the Svimez study shows that many North-South differences tend to compensate each other. For example, in planning alone, if Sicily exceeds the times compared to the national average by as much as 97%, taking more than 5 years compared to the Italian average 2,6, Calabria shows a reduction in times of 12% compared to the average, and the 'Abruzzo, like Emilia Romagna, by 16%. Instead, they accuse delays of between 11 and 16% compared to the Friuli-Venezia-Giulia, Liguria, Umbria, Basilicata and Molise average.

Much more critical for the South, the assignment phase of the works. If Molise and Sardinia are in line with the national average, Calabria (+15%), Puglia (+21%) and Basilicata (+31%) are outperforming the times, and not by a small amount. Sicily and Campania almost double in terms of time (+48%). In the North, Friuli Venezia Giulia (-18%), Emilia Romagna (-31%) and Trentino (-40%) significantly accelerated. Veneto, on the other hand, exceeds the times of 10%.

Instead, looking at the execution stage of works, Puglia, Molise, Marche, Umbria and Friuli Venezia Giulia recorded performances in line with the national average. Fastest in this phase are Piedmont and Valle d'Aosta (-10%), Veneto (-11,6%), Emilia Romagna (-12%) and Trentino (-16%). Among the southern regions, Sardinia accelerates compared to the national average (-15,7%), and Sicily does even more (-25,5%), which however had slowed down a lot in the previous phases. On the other hand, Campania (+12,6%), Lazio (+18%) and Abruzzo (+24%) definitely outperformed the times. Basilicata doubles the times in this phase (+51%), while Calabria accelerates (-4,8%).
